M -- MANAGEMENT AND OPERATION OF THE CENTRAL ISSUE FACILITY (CIF) LOCATED AT FORT DRUM, NY Sol. DAKF36-96-R-RFI3. POC: Contracting Officer, Maria J. Pizarro, Contract Specialist, Ronald C. Reference is made to the synopsis published in CBD Issue No. PSA 1676, dated Tuesday, September 10, 1996 concerning the Management and Operation of the Central Issue Facility (CIF) located at Fort Drum, NY. This is the second in a series of required synopsises necessary to locate potential commercial sources with the capabilities and resources necessary to Manage and Operate the Fort Drum CIF. The Director of Logistics at Fort Drum, New York is in the process of converting the Central Issue Facility (CIF) at Fort Drum, New York to a contractor operated function under OMB Circular A-76 procedures. This is a logistical support function and the work will require the commercial source to issue, receive, exchange, inventory, warehouse, maintain accountable control over, and schedule maintenance for stocks of Organizational Clothing and Individual Equipment (OCIE). The successful commercial firm shall be required to provide all personnel, supervision, management, and labor to operate the CIF. The Government will provide existing facilities, material handling equipment, automated and non-automated office equipment and an inventory of OCIE. The primary customer base is comprised of approximately 10,500 soldiers assigned to the 10th Mountain Division (Light Infantry) and Fort Drum, and a varying number of other reserve and active duty military forces. For determining business size on this project, the Standard Industrial Code is 8744, and to be considered a small business under this code, average annual receipts for a firm, and its affiliates for the past three fiscal years must not exceed $5 million. The FSC/Service Code is M179.
