The Defense Special Weapons Agency (DSWA) intends to conduct a Preproposal Conference: Environmental Demonstration Opportunity (EDO) in support of bench scale tests that will be conducted to identify the capabilities of contractors to perform remediation of plutonium contaminated soil. The location of the EDO conference will be at the Nevada Test Site. The EDO conference is 17 October 1996. The government intends to meet at 2753 S. Highland Avenue, Las Vegas, NV 89109. Vendors will be bused from the above mentioned address to the NTS, for an informational brief and tour of the Decontamination (DECON) Facility at the Nevada Test Site Area 6. Vendors must have their Department of Energy security request forms for personnel who will attend the EDO conference to the Defense Special Weapons Agency by 1700 hrs (EST) on 9 October 1996. Requests for this form should be made to Mr. Damon Q. McClure and may be sent via facsimile at (703)325-9294. Ms. Teri Lachman, Defense Programs, is the DOE point of contact. This information must be submitted again in the vendors NOTICE OF INTENT TO PARTICIPATE. Vendors shall only bring a maximum of three personnel for the EDO conference. If a team approach is to be implemented and exceeds three companies, only one individual from each company is allowed. The following is general information regarding the bench scale test to be held at the Nevada Test Site: 1.0 SCOPE Vendors are invited (at their expense) to transport their waste volume reduction processes to the Nevada Test Site (NTS) Decontamination Facility and demonstrate it. Only vendors who's proposed process demonstrates the greatest likelihood of success will be invited to participate in the bench scale test. Criteria used by the Government to evaluate proposed processes/capabilities will be provided at the meeting. Field Command, Defense Special Weapons Agency (FCDSWA) will provide approximately 1,500 pounds of test material to vendors for processing. The vendors will be given two (2) record runs, the government will collect the samples from the process and have them analyzed for isotopic plutonium by the Department of Energy (DOE) or their NTS contractor Bechtel Nevada (BN). It is important to note that the test material is coral (calcium carbonate) contaminated with plutonium and if the proposed process is a wet process the vendors must be able to demonstrate the waste and clean material can be dried. Processes which generate a mixed waste are not allowed to participate. All chemical material data safety sheets shall be provided to the government, in each vendors notice of intent to participate. Successful vendors will be eligible to compete for a contract to conduct a Pilot Scale Technology Demonstration at the contaminated site on Johnston Island. 3.0 GENERAL INFORMATION 3.1 WORK PERIODS a. The BSTD is scheduled to be conducted at the Decontamination (Decon) Facility at the Nevada Test Site in Area 6. b. The government estimates six vendors will field and demonstrate their processes. The government will run two vendors simultaneously. The demonstration phase will be conducted from January to March or April 1997. c.The normal work week at NTS will be from Monday through Thursday, 10-hours per day. Vendors shall perform work within these parameters. d. Requests to work beyond the normal duty hours shall be submitted in writing at least 4 weeks prior to mobilization. e.The Decon Facility is in a remote location. Vendors are responsible for crew feeding arrangements and lodging. 3.2 DECONTAMINATION FACILITY a. The Decon Facility lies approximately 25 miles north of Mercury at the NTS. b. The Decon Facility is configured in a large and small bay. The large bay should provide sufficient space, both in available height and area, for vendor equipment. However, system and process descriptions are required to be submitted by vendors. Each submittal will be reviewed prior to shipment and assembly of system components. c. Vendors shall submit mass balance diagrams as a component of their notice of intent to the government. Electrical power, water, and space requirements (length, width, height, weight) shall also be submitted. d. Fresh water is available for use at the Decon Facility. Vendors are encouraged to minimize water use and recycle as much as possible. This is due to the limits of the wastewater treatment tank capacity at the Decon Facility and the fact that resources are limited on Johnston Island (JI). Excessive water requirements could be grounds for process disqualification. e. The government will provide all vendor PPE, with the exception of respirators. Vendors shall specify in advance PPE sizes for all personnel. Adequate change-out area is available. Only one change out room and hot-line are available. The government will assist vendor personnel in coordinating the use of the room to accommodate separate male and female use, as needed. f The government will assist vendors for two days of minor decontamination support. Systems which suggest the potential need for major decontamination will require additional coordination with the government. If decontamination efforts require more time, it will be completed at vendor expense. Neither the government or it's BSTD support contractor's assume liability for equipment that can not be decontaminated sufficiently to meet DOE release criteria. 3.3 SUPPORT PERSONNEL AND CHANGE FACILITY a. Vendors shall furnish all necessary design analysts and system technician to optimize and operate the BSTD treatment process. The government will provide personnel and equipment to assist vendors with erecting and dismantling the process equipment. Vendor's shall limit the number of personnel attending the BSTD. b. Vendors will be required to identify for approval by FCDSWA and DOE, the number and job title, job duties, and key personnel necessary for the BSTD, prior to mobilization. Individuals shall be identified by name. c. Vendor personnel shall at a minimum have OSHA 40-hour HAZWOPER and Radiological Worker II training. Certifications must be current. This information shall be provided to the government and kept onsite during test activities. d. Medical certification of all personnel for respirator use will be required. Vendors shall specify in advance the type of respirators to be used by their personnel. If personnel are fit tested for a respirator used at NTS, this will be acceptable. However, the use of respirators not in use at NTS will require NTS approval. Fit testing of these other respirators may be available at NTS. e. In addition, a security sheet shall be completed for each individual. The DOE security office will approve and issue NTS identifications. If foreign nationals are key personnel a minimum of 50 days is required to obtain a clearance. The government is not responsible for delays or exclusion of individuals or processes. g. The government will provide emergency medical response and transport. h. The government will provide security and fire response during BSTD activities. 3.4 FACILITY CONSIDERATIONS a. The Decon Facility is only permitted to manage radioactive material. b. Any system/process description which suggests the use of hazardous materials will be closely reviewed for containment and compatibility with the facility operating procedures. Determination of the compatibility of any system with the facility operating procedures will be determined by the government. c. Systems which suggest the potential to generate a mixed waste will be, required to prove they will not generate a mixed waste. Those that generate mixed wastes will not be allowed to participate. d. The government will dispose of one (1) 55-gallon drum of low level waste consumable equipment. Additional low level consumable waste will be disposed at the vendors expense.
