Conversion Cost and Time Market Survey'' ALL DEFENSE INDUSTRY AND
TECHNICAL TRAINING DEVELOPMENT ORGANIZATIONS: CALL FOR INFORMATION TO
AID PLANNING FOR THE CREATION OF INTERACTIVE ELECTRONIC TECHNICAL
MANUALS. The Navy has begun a process of coverting much of its existing
paper-based technical documentation to an electronic format that takes
advantage of current and emerging interactive multimedia technology.
The creation of these Interactive Electronic Technical Manuals (IETMs)
facilitates the development of embedded training and performance
support systems, as well as planned shore-based electronic classrooms
and shipboard learning centers. These developments, in turn, will help
meet the Navy's objective of reducing its shore-based training
infrastructure while maintaining a high quality of technical training.
A significant barrier to developing these systems is a lack of
guidelines for estimating the cost and time required to convert
paper-based technical documents to an electronic format with a given
level of functionality. To assist the planning and budgeting of future
conversions, NAWCTSD is requesting organizations that provide these
conversion services to specify their current cost structure (e.g., cost
per page) and conversion rate (e.g., number of pages per day), and to
identify the factors that drive those practices. Specifically, NAWCTSD
is requesting information about the relative impact of factors such
as: the volume of material to be converted; its complexity; its
organization and layout; the number, size, and complexity of technical
diagrams and illustrations; and the required level of indexing,
integration, and user interactivity. We also request that you provide
information about the size of your company (based on SIC Code 7374,
$18M), and its status (e.g., 8(a), SDB). The results of this Request
for Information will be used to develop internal costing, scheduling,
and planning guidelines. To the extent possible, the various rate and
cost data provided will be consolidated and summarized to determine the
range and variation in the market's price and conversion rates. THE
GOVERNMENT DOES NOT INTEND TO AWARD ANY CONTRACT ON THE BASIS OF THIS
NOTICE. PARTICIPATION IS TOTALLY VOLUNTARY AND WILL BE UNCOMPENSATED.
