(703) 784-5822 x251. The Marine Corps Systems Command is seeking
information concerning the replacement of its Kawasaki KLR250cc
Military Motorcycle. The planned procurement is expected to begin in
FY99. The Marine Corps Motorcycle (MCM) should be a two-wheeled,
diesel-powered engine, dual purpose (on and off road) vehicle and must
comply with all applicable state and federal regulations governing
manufacture and operations motorcycles. The MCM is intended primarily
as a courier's vehicle for transporting messages, documents, and light
cargo not to exceed 50 pounds. The MCM must be capable of transporting
a second passenger for short distances in an emergency situation.
Annual use of the MCM is expected to be 9,000 miles. The MCM should be
able to operate in all weather conditions including desert and arctic.
It should further be able to operate on primary and secondary roads and
cross country, through terrain varying from, but not limited to,
deserts, woodlands, beaches, snow, and ice. The MCM shall be a
non-developmental item (NDI), commercial, off-the-shelf (COTS) vehicle.
The NDI/COTS vehicle may incorporate modifications to provide for the
use of kerosene-based fuels. Curb weight of the MCM shall not exceed
355 pounds with all attachments, equipment and accessories. Gross
Vehicle Weight shall be curb weight plus 50 pounds of cargo and a 195
pound operator shall not exceed 600 pounds. The MCM engine shall
operate on diesel fuel, be water cooled and electric start. Interested
sources should submit descriptive, technical, and test data regarding
their systems at no cost or obligation to the Government. Written
responses should be submitted not later than 1 NOV 1996. Information
obtained may be used for subsequent invitations for bid or requests for
