Systems Command is seeking qualified parties to participate in a
follow-on procurement to the AN/UYQ-70 Advanced Display System program.
This will allow for the continued production and evolution of the
AN/UYQ-70 to meet a wide spectrum of Navy, DoD, and non-DoD display
processor applications, including but not limited to surface,
sub-surface and air applications. The AN/UYQ-70 Advanced Display System
is the Navy's family of evolving display and processor systems and
equipment, including software. These display and processor systems and
equipments are multi-configurable at the component/module and the
enclosure level to provide solutions to system and multi-system level
requirements. The AN/UYQ-70 shall continue to be built upon Open System
Architecture (OSA) standards, incorporating a functionally modular
design using COTS/NDI products and industry-defined software and
communication interface standards. This OSA approach allows for reduced
recurring costs and procurement schedules; reduced development time and
non-recurring costs; and technology upgrades at the component, module,
and system levels. The scope of this effort will include production
and continued evolution of the AN/UYQ-70 and engineering development
required to adapt the AN/UYQ-70 to new applications. The Government
intends to solicit plans to further enhance the AN/UYQ-70 via the use
of products, services, and information available on the TAC-4 and its
successor contract(s). This procurement will consist of a one-year
period for integration, test and acceptance of First Article Units with
an option for a two-year ordering period for production equipment,
spares, training and other items and additional options for two
successive one-year ordering periods for production equipment, spares,
training and other items. In addition, a one-year ordering period
commencing upon contract award and options for four successive one-year
ordering periods will be included for product improvement engineering
and support engineering. Integration, test and acceptance of the First
Article Units will be performed under Cost-Plus-Award-Fee line
item(s). The hardware to be delivered under the contract will be
provided via delivery orders under a fixed price Requirements type
structure. Product improvement and engineering support will be procured
on a time and material basis. It is anticipated that the Navy will
issue the Request for Proposal (RFP) by posting it on the NAVSEA 02
Internet Web Site (http://sea02www.navsea.navy.mil) under
''Solicitations'' on or about 15 October 1996. In addition, one paper
copy of the RFP excluding attachments will be posted in the Industry
Liaison Office (SEA 0291) located in Room 5E40 at NAVSEA. Prospective
