commercial items prepared in accordance with the format in Federal
Acquisition Regulation (FAR) Subpart 12.6, as supplemented with
additional information included in this notice. THIS ANNOUNCEMENT
CONSTITUTES THE ONLY SOLICITATION; PROPOSALS ARE BEING REQUESTED AND A
WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation No.
IAP-758,770-07 is issued as a request for quotation (RFQ). The
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 90-41. Power,
electrical, shielded, cross-linked polyethylene insulation (xlpe), 133
percent insulation level, 0.215 inch insulation thickness, 15 kv.
shall be furnished in three separate 1000 ft. lgth of single conductor
cable, wound in parallel on the same metal reel, shall be furnished on
a std. non-returable metal reel and shall notexceed overall width of
48-in. and overall hight of94-in. Each phase conductor shall be
identified by a different color mark. Item #1, quantity 3 reel, 250
mcm, copper conductor, thirty seven strands. class B concentric standed
as per ASTM-B8. (pcc s/n 720-8410), unit price_______; item #2, Qty. 3
reel, 2/0-awb, copper conductor, nineteen strands, class B concentric
stranded as per astm-B8. unit price______. Both items shall be in
accordance with SPEC. PCC 720-254C dated September 17, 1996, for
Electrical Power Cable Insulation Shield and Other Requirements which
reads: 1. Conductor shield shall be an extrusion of semi-conducting
cross-linked polyethylene (xlpe). 2. The insulation shield shall be in
two parts: a. Auxiliary semi-conducting. Shall be a semi-conducting
thermo-setting material applied as a co-extrusion with the insulation.
Shall be printed with the legend ''semi-conducting remove when
splicing or terminating.'' b. Metallic shield. Shall be a concentric
serving of copper wires having a tota cross- sectional area as follows:
i. For conductor size # 2/0-AWG, shield shall be equivalent to # 4-AWG.
ii. For conductor size # 250 MCM, shield shall be equivalent to # 2
AWG. 3. The jacket shall be polyvinyl chloride (pvc), resistant to
moisture and oil, flame retardant and shall be printed with a legend to
show voltage and conductor size. Nominal jacket thickness shall be
0.080 inches. The cable jacket shall be manufactured of the materials
which are used for the fabrication of jacket of CT rated cables. 4.
Cables shall meet the requirements of IPCEA Publication S-66-524 and
NEMA WC-7-82 or equivalent standards. Delivery terms are as follows:

Instructions to Offerors-Commercial Items (Oct. 1995), applies to this
acquisition. Provision 52.212-2, Evaluation, Commercial Item (Oct.
1995, applies to this acquisition. The Government will award a contract
resulting from the solicitation to the responsible offerer whose offer
will be the most advantageous to the Goverment. The following factors
shall be used to evaluate offers: Price, Quality of Product, Past
Performance (timely deliverance of shipment and customers satisfaction;
state names of three customers, contact person, telephone and fax
numbers during the past (3) years of previous customers to whom you
have supplied these items. Price is more important than other factors.
Bidders shall include a completed copy of the Provisions 52-212-3,
Offerors Representations and Certifications-Commercial Items (March
1996). Clauses 52-214-4, Contract Terms and Conditions -Commercial
Items (Oct. 1995). These clauses are available Via Internet
