The Naval Medical Logistics Command (NMLC) has a requirement for Coagulation Analyzers which shall consist of tabletop, semi-automated analyzers capable of performing coagulation tests on blood plasma and shall be suitable for shipboard use. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only Request for Proposals under Solicitation N62645-96-R-0031; a written solicitation will not be used. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-39. This solicitation is unrestricted. All responsible sources may reply. SIC is 5047. The Navy contemplates award of a Firm Fixed Price Indefinite Delivery Indefinite Quantity contract for a minimum of 50 and a maximum of 135 Analyzers. The Coagulation Analyzers shall meet the following specifications: (a) shall be capable of performing prothrombin time, activated partial thromboplastin time, factor assays, thrombin times, quantitative fibrinogen assays, and saline dilutions on plasma samples; (b) shall be capable of performing stat tests, i.e. a stat specimen can be programmed and immediately run without interfering with other specimens which may be programmed; (c) shall not require a sample volume greater than 0.1 ml; (d) if the unit's methodology requires the specimen to be analyzed at 37 deg C, the unit shall be capable of maintaining the sample at 37 plus-minus o.2 deg C and shall indicate if the unit is out of range: (e) shall be capable of operating from shipboard power 115 VAC plus-minus 10%, 60 plus-minus 2 Hz; (f) shall be a tabletop unit configured such that it is appropriate for use in an isolated environment; (g) shall be suitable for shipboard use and capable of functioning accurately in a shipboard environment which is subject to high vibration and noise; (h) shall display test results and be capable of producing a hard copy; (i) the unit's detection methods shall ensure that cross contamination or carry over of clotting factors shall not occur; (j) shall automatically reset parameters when sample is removed; (k) the unit's reagent wells shall ensure that solutions are well mixed; (l) shall include one set of accessories to include all disposables required for initial start up of the unit; (m) shall be tested and certified to comply with Underwriters Laboratories (UL) 1262-Laboratory Equipment by a nationally recognized laboratory (NMLC recognizes CSA, TUV, UL, ETL., and GS). Two copies of all standard manuals, to include service (wiring diagrams, schematics, and parts list), technical and operational manuals, shall be included with each unit. Standard Commercial Warranty shall be provided. The provisions at FAR 52.212-1, Instructions to Offerors--Commercial Items, applies to this acquisition with the exception of (d), (h) and (i) of the clause, which are RESERVED. Proposal evaluations will be based on technical, past performance, and price. The technical evaluation will be based on, in descending order of importance, (1) technical compliance (offeror's product conformity to each salient characteristic based on product literature or other documents; (2) shipboard operation (offeror's demonstrated product ability to operate in shipboard environment, i.e., high noise, high vibration. A proposed unit with smaller space requirements will be favored over a larger proposed unit); (3) human factors engineering (offeror's product is designed using commercially acceptable human factors engineering principles in accordance with ANSI/AAMI HE48-1995, Human Factors Engineering Guidelines and Practices for the Design of Medical Devices); and (4) analysis time (offeror's product with a comparatively shorter analysis time will be given preference over one with longer analysis time). In support of past performance, the offeror shall provide references, including contract number, current point of contact and telephone number. The offeror shall include past performance information about deliveries made over the past three years reflecting consistent delivery of quality conforming analyzers in a timely manner. References will be checked in regard to commitment to customer satisfaction and service. In support of pricing proposals, the offeror shall include copies of published commercial price list, or other documentation setting forth the prices charged to the general public. Technical is significantly more important than Past Performance. Technical and past performance factors when combined are significantly more important than cost or price. The offeror shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with their offer. The offeror shall also include a completed copy of the provision at DFARS 252-212-7000. Offeror Representations and Certification-Commercial Items. DFARS 252.212-7001, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders--Commercial Items, applies to this acquisition. The analyzers furnished under this contract shall be ordered by issuance of delivery orders. The ordering period for this contract is from the date of award through 30 September 2001, or until the time the Government has issued delivery orders totaling the maximum quantity. Deliveries will be made FOB Destination to points designated on each delivery order within 30 days of order. All delivery orders are subject to the terms and conditions of the contract. In the event of conflict between a delivery order and the contract, the contract shall control. The contractor shall furnish to the Government the items specified up to and including the quantity designated as the ``maximum''. The Government shall order at least the quantity of items designated as the ``minimum''. There is no limit on the number of delivery orders that may be issued. The Government may issue orders requiring delivery to multiple locations. All delivery orders shall contain the following information: Date of order; Contract number and order number; Item number and description, quantity, and unit price; Delivery date; Place of delivery (including consignee); Packaging, and shipping instructions (if any); Accounting and appropriation data; Payment office and address.
