The Ballistic Missile Defense Organization (BMDO), System Threat Division (BMDO/DSIT) requires technical and administrative services in the areas of threat scenario description, threat scenario specification, and supporting documentation development, updating, and distribution. The Contractor shall perform services involving the development of threat systems specifications and scenarios, and their supporting documentation, and technical reviews of program support issues and documentation to ensure adequate portrayal of the Systems Threat. The significant evaluation areas for award will include: Organizational Past Performance and Experience, Personnel Experience (specifically in scenario development and documentation, threat system specification and employment, technical knowledge of threat systems), Technical and Management capability, and Cost. Oral presentations are planned for delivery of technical and management capability information. The contract will be a Cost-Plus-Fixed-Fee type, with a 2-year base period and three 1-year options. Planned contract award is March 1997. The Government intends to post to the BMDO Acquisition Reporting Bulletin Board (BARBB) the draft Statement of Work, other technical description documents, and RFP information as it becomes available.
