SURVEILLANCE IN LEASED POSTAL FACILITIES AND OTHER SERVICES SOL

scope of work may consist of preparation of complete and preliminary
designs, construction documents, cost estimates; assistance during
solicitation of proposals for construction; and perform optional Title
II services during construction for surveillance; shop drawing review
and approval; preparation of as-builts for new and alternate quarters,
leased postal facilities; and repair and alteration projects within the
states of Arizona, Colorado, New Mexico and Wyoming. Work will be
awarded as fixed-price, multiple contracts. A/E firms submitting their
qualifications will be evaluated using the following criteria as
minimums: 1) Three or more architects registered in the State of
Colorado and two or more registered professionals in each of the
following engineering disciplines; electrical, structural, mechanical,
and civil. 2) Experience in Design/Build projects as owner's
representative. 3) Experience in the preparation of repair and
alteration projects. 4) Experience in providing high quality services
in construction administration as an owner's representative. 5)
Experience by the proposing office and its consultants in the site
adaptation of an existing design or standard plan. 6) Previous owners'
references. 7) The A/E firm and its consultants are to have
appropriate registrations for the States of Arizona, Colorado, New
Mexico, and Wyoming within six months of award of a contract. 8)
Knowledge and experience with ADA and handicap accessibility work. 9)
Experience level in the use of AUTOCADD in the preparation of design
and construction documents by A/E firm and all its consultants. 10)
Previous Government experience by the proposing office and its
consultants. 11) The prime architect/engineering office has been in
existence for a minimum of five years. The selected A/E firm or firms
may be awarded subsequent services over a period of five years subject
to needs of the USPS and the A/E's availability of staff knowledgeable
in postal work, firm's workload, and high quality of A/E's performance
on recent postal projects. There is a $5,000 quaranteed contract
minimum. Award of additional projects may be made without further
solicitation for facilities located within the geographical area noted
above. Consideration will be given to local firms responding to the
advertisement in accordance with the instructions in the following
order of preference: 1) A/E firm is to be within a 15-mile radius of
the Denver Facilities Service Office. 2) State of Colorado. 3) Out of
State of Colorado. An A/E firm will be considered local only if its
sole office is in the specified geographical area or has a branch
office in the specified area where all architectural design,
coordination, and management of projects will be performed. The prime
A/E firm's services shall consist of overall development and management
of projects including utilizing appropriate consultant firms located in
Arizona, Colorado, New Mexico and Wyoming for Title II Services
(construction administration) for projects in these states. There is no
restriction on the geographical location of consultants. Firms that
have the qualifications to perform the services described above are
invited to submit a completed SF 255, Architect-Engineer and Related
Services Questionnaire, and completed SF 254, as well as completed SF
254 and SF 255 for each of its proposed consultants to the office shown
above. Submittals are to be received in the Facilities Service Office
no later than 3:00 PM, October 18, 1996. Multiple awards may be made
from this solicitation. The firms selected for an interview will be
determined from the information submitted on SF 254 and SF 255.
Interested firms with more than one office must indicate on SF 255 the
staffing composition of the office in which the work will be
performed. The contract contains a requirement for firms to provide
evidence of current errors and omissions insurance of $200,000 per
claim. Participation of minority-owned businesses is a consideration of
US Postal Service A/E selections. It is prohibited to pay any fee,
commission, percentage or brokerage fee to any person or firm
contingent upon or resulting from award of a contract from this
solicitation. No other general notification for this solicitation will
be made. Submission of SF 254 and SF 255 by USPS mail (Express,
Priority or First Class) is encouraged. Submissions will not be
