SURVEILLANCE FOR USPS-OWNED POSTAL FACILITIES AND OTHER SERVICES IN

303-220-6524. The scope of work may consist of preparation of complete
and preliminary designs, construction documents, cost estimates;
assistance during solicitation of proposals for construction and
perform optional Title II Services during construction for
surveillance; shop drawing review and approval; preparation of
as-builts for new owned postal facilities and repair and alteration
projects within the states of Colorado and Wyoming. Work to be awarded
as fixed-price, multiple contracts. A/E firms submitting their
qualifications will be evaluated using the following criteria: 1) Five
or more architects in the office registered in the State of Colorado
and three or more registered professionals in each of the following
engineering disciplines; electrical, structural, mechanical and civil.
2) Experience in the preparation of repair and alteration projects. 3)
Experience in providing high quality services in construction
administration as an owner's representative. 4) Experience by the
proposing office and its consultants in the site adaptation of an
existing design or standard plan. 5) Previous owners' references. 6)
Experience level in the use of AUTOCADD in the preparation of design
and construction documents by the A/E firm and all its consultants. 7)
Previous Government and/or US Postal Service experience by the
proposing office and its consultants. 8) The prime architect/engineer's
office has been in existence for a minimum of five years. 9) A/E firm
and consultants are to have appropriate registrations for the State of
Wyoming within six months of award of a contract. 10) Experience in
Design/Build projects as the owner's representative. The selected A/E
firm or firms may be awarded subsequent services over a period of five
years subject to project needs of the Postal Service and the A/E's
availability of staff knowledgeable in Postal work, firm workload, and
high quality of A/E's performance on recent Postal projects. There is
a $5,000 minimum guaranteed contract minimum. Award of additional
projects may be made without further solicitation for facilities
located within the geographical area noted above. Consideration will be
given to firms responding to this advertisement in accordance with the
instructions in the following order of preference: 1) A/E is to be
within a 15-mile radius of the Denver Facilities Service Office. 2)
State of Colorado. 3) Out of the State of Colorado. A/E firms will be
considered local only if their sole office is in the specified
geographical area or they have a local branch office in the specified
area and all architectural design, coordination and management of
projects will be performed in the local branch office. There is no
restriction on the geographical location of consultants but it is
preferred they be located in the Denver Metro Area. Firms having the
qualifications to perform the services described above are invited to
submit a completed SF 254 and SF 255, Architect-Engineer and Related
Services Questionnaire and completed SF 254 and SF 255 for each
proposed consultant to the address shown above. Submittals must be
received in the Facilities Service Office no later than 3:00 PM,
October 18, 1996. Multiple awards may be made from this solicitation.
The firms selected for an interview will be determined using the
information submitted on SF 255 and SF 254. Interested firms with more
than one office must indicate on their SF 255, the staffing
composition of the office in which the work will be performed. The
contact contains a requirement for firms to provide evidence of current
insurance of $200,000 errors and omissions per claim. Participation of
minority-owned business is a consideration in the US Postal Service
A/E selections. It is prohibited to pay any fee, commission, percentage
of brokerage fee to any person or firm contingent upon or resulting
from award of a contract from this solicitation. No other general
notification for this solicitation will be made. Submission of SF 255
and SF 254 by USPS mail (Express, Priority, or First Class Mail) is
encouraged. Submissions will not be retained or returned. This is not
