services for the preparation of plans, specifications, cost estimates,
and other information required for the design of Special Project
R6-95, Repairs and alterations for building 437. The SUBASENLON
Engineering Office uses SPECSINTACT specification system and AUTOCAD
drafting software. The selected firm will be expected to use these
systems for manipulation of data or to present all information
associated with this contract in a completely compatible format.
Services will include at the option of the Government, (a)
review/approval of shop drawings, (b) consultation, (c) hazardous
material monitoring and inspection during construction, and (d)
as-builts. Options may be exercised up to 18 months after contract
award. The total fee will not exceed $200,000.00 with no minimum fee
guaranteed to the A/E. Significant evaluation factors (in order of
importance) are specified as follows: (1) Specialized experience of the
firm in the design of projects requiring multi-discipline
architectural/engineering expertise. (2) Professional qualifications of
the staff to be assigned to this contract (including those of any
consultants). (3) Capacity of the assigned team to accomplish the work
within the required time constrants. (4) Past performance with respect
to quality of work, and compliance with performance schedules (emphasis
on DOD work). (5) Location of the firm in the general geographical area
of the project and knowledge of the locality of the project, provided
there is an adequate number of qualified firms for consideration. (6)
Volume of work previously awarded to the firm by the Department of
Defense (DOD). A/E firms that meet the requirements of the announcement
are invited to submit (unless already on file) a comleted Standarf Form
254 and 255, U.S. Government Architect-Engineer Qualifications, to the
ROICC ofice. Firms responding to this announcement within 30 days will
be considered for selection. Respondents may supplement this proposal
with graphic and photographic materials which best demonstrate design
capabilities of the team proposed for the project. This is not a requst
