Contracting Officer (301) 402-3070. The National Institutes of Health
is seeking qualified sources capable of providing full service
maintenance and repair of the following Becton Dickinson systems:
FACScan, FACSort, FACSCalibur 4 Color, FACScalibur 3 Color/Sorting,
FACSCalibur 4 Color/Sorting, FACSCount, FACSLoader, FACSMate, Automate,
FACSPrep, FACStar, FACStar Plus, and FACSVantage, inclusive of
accessories and computers for both control and data acquisition. It is
anticipated that any resultant contract will be utilized
Government-wide. Full service maintenance shall consist of on-site
repair as well as preventive maintenance, telephone technical support,
hardware/software revisions and/or upgrades, and remote diagnostics
via modem. The contractor shall furnish all necessary trained
personnel, special tools, diagnostic equipment, and parts necessary to
maintain the equipment identified above at original operational
specifications. It is the Government's belief that this requirement can
only be met by Becton Dickinson Immunocytometry Systems, 110 Forbes
Blvd., Mansfield, MA 02048-1145. Concerns having the required
specialized capabilities to meet the Government's requirement are
invited to give written notification (including telephone number and
name of contact) to the procuring office listed in this notice. Firms
responding must furnish concise responses directed specifically to the
requirement identified above in sufficient detail to permit evaluation
and consideration by the Government. Responses shall include, but not
be limited to, evidence of the following; (1) experience and expertise
of personnel, as well as organizational, in providing maintenance for
the types of instruments identified above; (2) evidence in having the
ability to obtain in a timely manner all parts necessary for
maintaining the above specified instruments, including lasers; (3)
identification of previous/current contracts performed within the past
three years which are germane in scope to the requirements identified
herein including name of governmental or commercial organization,
contract/agreement number, name and telephone number of contact person.
Responses are not to include cost or pricing information. This is not
a request for proposal and is not to be construed as a commitment by
the Government, nor will the Government pay for information solicited.
Respondents will not be notified of the evaluation results.
Respondents deemed fully qualified will be considered in any resultant
solicitation. Firms responding should indicate whether they are a
socially or economically disadvantaged business firm, an 8(a) firm, a
small business, and/or woman-owned business. Unless adequate sources
are found capable of satisfactorily providing the required services,
the NIH will negotiate on a noncompetitive basis pursuant to FAR
6.302-1 with Becton Dickinson Immunocytometry Systems. Closing date for
submission of responses is 45 calendar days from date of publication.
