Specific experience required in processing communications, radar, intelligence, security, commercial and OSI protocol network standards, commercial network equipment, network management protocols and tools, software engineering (CASE) tools and optical system development. Technical support includes rapid procurement, integration, test and evaluation, and installation for communications, bandwidth allocation and space surveillance. In addition to maintaining special clearances and Industrial Security Manual (DoD 5220.22-M) Section 5-801 compliant facilities, contractor must possess personnel with expertise over a wide range of scientific disciplines who display proficiency in the development, miniaturization and management of low-cost, Non-Low-cost Non-Developmental Items (NDI) options for replacing US systems operating against advanced threats. Facilities and personnel must be in place at contract issuance due to time latency and urgency of need. Personnel requirements include MS and PHD degreed individuals. Contractor must have long term stability, capitalization and the ability to respond quickly to develop and procure special acquisition without organizational conflict of interest. Contractor test and evaluation facilities required to be in place for support of integration, installation and validation of both hardware and software systems. Contractor must have a facility clearance to top secret with top secret storage capability. SIC No. 8711; Dollar Amount $20.0 mil; Other Factors (Technical) proposal will be required.
