R -- AUDIT TELEPHONE BILLS POC Deborah A. Walsh, Contracting Officer, 703-648-7384 This is a Request for Information (RFI). This is NOT a notice for a solicitation. TheU.S. Geological Survey requests information from companies who may be interested inconducting an audit of commercial telephone and data circuit bills at its headquarters facilityin Reston, Virginia. It has been discovered that various Government agencies are beingerroneously billed for commercial communications services, including services that weredisconnected but billing not stopped, services left active in offices no longer occupied;changes in local tariffs; and changes in the way circuit mileage is determined. The intent isto review commercial billings for the past six years to look at tariff, mileage and inventorychanges, and to determine if the USGS is due any refunds. Commercial communicationsbills average approximately $236,000 per year. The auditor would be expected to providethe amount of and rationale for the proposed refund. Additionally, the USGS would receivea verified inventory of all existing commerical communications services and equipment. It isanticipated that payment for these services would be based on refunds recovered, however,firms are invited to suggest the method of payment for such services in their response. Thisrequest is not a formal RFP and no contract will result from this synopsis. Any subsequentsolicitation will be synopsized prior to its release. All responses should contain sufficienttechnical documentation and descriptive literature to sufficiently describe capabilities, andcurrent or past performance in this area. Any publicly available commercial pricinginformation is also requested. The Government will not pay for information provided inresponse to this synopsis. If the USGS intends to subsequently proceed with a procurementaction, an announcement will be placed in the CBD. Information responding to this requestmust be received by COB on October 24, 1996.
