The objective of this synopsis is to identify small and 8(a) businesses capable of satisfying the requirements of an ''omnibus'' manpower support contract at Aeronautical Systems Center (ASC), Wright-Patterson AFB Ohio. ASC/CDS intends to award five to eight time-and-materials contracts which will be indefinite-delivery and indefinite-quantity (IDIQ). The total combined value of all contracts may be as high as $400,000,000. The period of performance is to be five years. The standard industrial classification (SIC) code is 8731 with a size standard of 1500 (size will be judged on offeror and affiliates combined). Resulting contracts will include an ''Organizational Conflict of Interest Clause'' in accordance with FAR 9.507-2. Each contract must provide for the following range of technical/management support at ASC: engineering, manufacturing, acquisition logistics, acquisition management, management operations, test and evaluation, acquisition security, configuration/data management, GFP management, should cost, and financial management. Task orders will identify specific contract effort. Individual tasks will vary from supporting any phase of ASC weapon systems acquisition (i.e., development, production, and support), to supporting base-wide (Wright-Patterson) staff activity such as cost research and modeling, economic analysis, and specialized training. Contractors must be able to provide qualified personnel with these specialties on short notice. Selected contractors must be able to perform at least 50 percent of the required work as the prime contractor. Awardees will be required to have a local office within 25 miles of building 16, Area B, Wright-Patterson AFB, Ohio. In addition, a facility clearance and level of safeguarding of SECRET will be required. Your written capability statement must provide company background including: (1) The date your company was established,(2) The current number of employees,(3) The annual revenues for the past two years, (4) The current business base, and (5) If 8(a), the graduation date from 8(a) program. In addition, the written capability statement must demonstrate your technical capability. Include a company experience matrix for calendar years 1994 through 1996, correlate each technical/management support area with contract/order number, customer name, man-years of support in each of the technical/management support areas, and location of effort. Additionally, include a description of your company's technical equipment, facilities and computer resources. Finally, discuss how ASC requirements will be satisfied, if your company's current internal resources are insufficient. This capability statement has a 40 page limit.
