C -- ARCHITECT-ENGINEER SERVICES FOR HAZARDOUS, TOXIC AND RADIOACTIVE WASTE POC Sandy King, CONTRACT SPECIALIST (304)529-5182. CONTRACT INFORMATION: Architect-Engineer Services are required to support the Huntington District, Corps of Engineers, with Civil Works and Military projects in West Virginia, Virginia, Ohio and Kentucky, as well as to support the District's ''Work for Others'' program. The resulting indefinite delivery contract will be for the period of one year with two option years. Individual, fixed-price work orders will not exceed $1,000,000.00 and the annual ceiling for the base year and each option year is $1,000,000.00. This announcement is open to all businesses regardless of size. If a large business is selected for this contract, it must comply with FAR 52.219-9 regarding the requirement for a subcontracting plan on that part of the work it intends to subcontract. The plan is NOT required with this submittal. Quality Control Plans will also be required at the time of award. The wages and benefits of service employees (see FAR 22.10) performing under the resulting contract must be at least equal to those determined by the Department of Labor under the Service Contract Act. 2. PROJECT INFORMATION: A-E services will involve Hazardous, Toxic and Radioactive Waste (HTRW), asbestos, lead based paint, radon, and petroleum related activities for projects such as navigation (locks and dams), flood control dams, local protection (floodwalls and levees), sanitary and water, recreation, residential and commercial floodproofing, bank protection and channel improvement, Formerly Used Defense Sites (FUDS) and Superfund Sites. A-E services will also involve HTRW and decontamination and decommissioning (D&D) related activities for projects such as nuclear laboratory facilities (including hot cells and flove boxes), gaseous diffusion plants, tritium facilities, plutonium processing and handling facilities, highly enriched uranium facilities, lithium processing facilities and nuclear weapons production and assembly facilities. A-E services involving HTRW, asbestos, lead based paint, radon, petroleum and D&D related activities will include: information gathering and records review; preparation of drawings, sketches, charts and graphs; engineering field investigations; technical engineering studies, evaluations and consultation; value engineering analysis, data definition/collection; project scheduling; design; assistance and assessments of technology demonstrations; construction, decontamination and decommissioning technical support; cost engineering and cost estimating; life-cycle cost analysis; evaluation of schedules and cost estimates prepared by others; geographic information system support, program management, and preparation of technical reports/manuals and presentations. 3. SELECTION CRITERIA: See Note 24 for general selection process. The selection criteria are listed in descending order of importance (first by major criterion then by sub-criterion). Criteria a. thru e. are primary. Criteria f. thru h. are secondary and will only be used as ''tie-breakers'' among technically equal firms. a. Qualified Registered Professional Personnel (includes education, training, registration, certification and experience) in the following disciplines: Civil Engineers, Environmental Engineers, Geotechnical Engineers, Chemical Engineers, Nuclear Engineers, Radiological Engineers, Mechanical Engineers, Costs Engineers, Value Engineers, Innovative Technology Advocates, Health Physicists, Geologists, Hydrogeologists, Ecologists/Plant Biologists, Chemists, Industrial Hygienists, Risk Assessment Specialists and Regulatory Specialist. b. Specialized Experience and Technical Competence: 1. Work will require expertise in Hazardous, Toxic and Radioactive Waste (HTRW), asbestos, lead based paint, radon, petroleum and Decontamination and Decommissioning (D&D) activities as related to Coprs of Engineers Civil Works and Military projects, and DOE nuclear facilities. Work requires experience and a thorough understanding/application of the Comprehensive, Environmental Response, Compensation and Liability Act (CERCLA), the Resource Conservation and Recovery Act (RCRA), Defense Environmental Restoration program (DERP), the Nuclear Regulatory Commission (NRC), Decommissioning Regulations and the Department of Energy Decommissioning program, policies, orders and procedures (firm must clearly demonstrat experience and competence with D&D technologies and projects). 2. Prospective A-E firms must be experienced in the use of PRIMAVERA, INTERGRAPH and MCASES software. c. Past Performance. Firm must clearly demonstrate past performance with Hazardous, Toxic and Radioactive Waste (HTRW)asbestos, lead based paint, radon, petroleum and nuclear Decontamination and Decommissioning (D&D) activities as related to Corps of Engineers Civil Works and Military projects, and DOE nuclear facilities. Performance on contracts with government agencies in terms of quality of work and compliance with performance schedules. d. Capacity to perform. Firm must demonstrate experience with similar size projects and the available capacity of disciplines to perform work on a nationwide basis in a timely manner. e. Knowledge of the Locality. Knowledge of the Huntington District, Corps of Engineers, civil work and military projects in West Virginia, Virginia, Ohio and Kentucky as well as, ''Work for Others'' projects at nuclear facilities nationwide. This should include knowledge of local condition, such as geologic features, climatic conditions, local laws and regulations. f. Current DoD contracts. The volume of DoD contracts awarded during the previous twelve months. g. Geographic Proximity. Physical location of the firm offices. h. SB and SDB participation. Extent of participation of small businesses, small disadvantaged businesses, woman-owned businesses, historically black colleges and universities, and minority institutions in the proposed contractteam, measured as a percentage of the total estimated effort. 4. SUBMISSION REQUIREMENTS: See Note 24 for general submission requirements. This announcement is open to all businesses regardless of size. Interested firms having the capabilities to perform this work must submit two copies of SF 255 (11/92 edition) and two copies of SF 254 (11/92 edition) for the prime firm and all consultants, to the above address not later than the close of business on the 30th day after the date of this announcement.
