Project No. ITX95933, Construction Services for expansion facilities on
and adjacent to the existing Bridge of the Americas (B.O.T.A.) Border
Station, in El Paso, Texas. Cost Range is between $2,000,000 and
$4,000,000. Work includes, but is not limited to: all earthwork,
concrete paving, utilities, fencing, lighting, a two-bay empty truck
inspection, bulk cargo inspection, metal fascia replacement/
modifications on existing inspection dock buildings, Cargosearch
Commercial Inspection Facility, and miscellaneous site improvements.
The work is divided into two phases, with separate completion dates.
There will be an accelerated schedule for the Cargosearch Commercial
Inspection Facility (CCIF). The work includes the furnishing of all
labor, materials and equipment required to complete this new CCIF,
consisting of two one-story pre-engineered buildings, a below grade
reinforced concrete pit structure with metal grating and precast
concrete decking, reinforced concrete lined truck elevator pits and
guide trenches with guide rails and grade beams. Site work for the CCIF
includes grading, drainage and sewerage piping, appurtenances and
connections, portland cement concrete paving; other major work includes
plumbing heating, ventilating and air conditioning, and electrical as
indicated on the drawings and in these specifications. This negotiated,
full and open competition procurement will require submission of
technical and price proposals in accordance with the solicitation and
will result in a firm-fixed price contract. Technical evaluation
factors will be listed and described in the solicitation. Past
performance will be used as one of the evaluation factors in the award
of the contract. All responsible sources may submit a proposal in
response to the solicitation. The greatest value concept will be used
for selecting the contractor. The goal of this method of evaluating
technical factors and price is to select the proposal that offers the
greatest value to the Government, by giving the most for the money, and
not necessarily the lowest price. Solicitation issue date is on or
about November 7, 1996. Proposal due date is on or about December 7,
1996. A non-refundable fee in the amount of $30.00 will be assessed for
these documents. Submit all requests and payments for specifications
and attachment by FEDEX. or comparable, or certified mail directly to
the GSA Reproduction Services Plant Number 57, ATTN: Pete Lauterbach,
501 W. Felix, Warehouse 4, Dock 4, P.O. Box 6473, Fort Worth, Texas
76115. Payment must be submitted with the request for solicitation
documents. Make cashier's checks or money orders payable to the General
Services Administration Reproduction Services Plant No. 57. Prepayment
for delivery is required by including Fedex, or comparable, preprinted
labels complete with FEDEX, or comparable, billing account
numbers/instructions. Request for specifications and drawings not
including prepayment and preprinteed labels, will not be honored. NO
PERSONAL OR COMPANY CHECKS WILL BE ACCEPTED. The Project Number
