16 -- LOW RATE INITIAL PRODUCTION(LRIP) FOR B-1B TOWED DECOY SYSTEM (TDS) SOL F33657-95-C-2008/P00017 POC Contract Negotiator Annette E. Dunbar,(513) 255-5024/Contracting Officer Chris A. Telepak, (513) 255-5024/5425. This CBD announcement constitutes a Sources Sought Synopsis. The B-1B Systems Program Office (SPO), Aeronautical Systems Center (ASC), is planning Low Rate Initial Production (LRIP) of seven modification kits designed to install the AN/ALE-50 (V)-1 Towed Decoy System (TDS) on the B-1B. The modification kits for the aircraft will add all necessary Group A aircraft provisions and some Group B components. Group A aircraft provisions include structural components, electrical installation components, wiring and power distribution components, environmental control provisions, and crew systems components. Group B elements include a Control and Display unit and a System Interface Unit (SIU). The remaining Group B components consist of AN/ALE-50(V)-1 launchers, launch controllers, magazines, and decoys and will be provided as Government Furnished Property (GFP) for possible inclusion in the modification kits. The Air Force is anticipating a contract award in the 2nd quarter of FY97 for the production -- and all required support -- of seven aircraft modification kits to meet the following delivery schedule (one unit each delivery date) at Oklahoma Air Logistics Center (OC-ALC): 2 Dec 97, 9 Jun 98, 16 Jun 98, 10 Jul 98, 17 Jul 98, 24 Aug 98, and 1 Sep 98. The 2 Dec 97 delivery will support a formal kitproofing effort at OC-ALC. The contractor will be required to: 1) procure materials and produce/procure the necessary hardware for the required delivery dates, 2) adapt as far as possible the kitproofed and verified design, if necessary, for production of the remaining six kits, and 3) modify or fabricate/procure the required support equipment and required initial spares for the modified aircraft to support each of the delivery dates cited. Although current B-1B data is available, specifications and drawings for the aircraft modification kits are not available, the B-1 ALE-50 Towed Decoy System is still in Engineering and Manufacturing Development (EMD) and flight testing has not yet begun. Notwithstanding the availability of data, the contractor would be responsible for the integration of hardware into modification/conversion kits. Responsible contractors interested in this effort must submit in writing the following information to the Government for evaluation. Responses should be concise and program specific with special emphasis on B-1B related experience and qualifications: 1) description of experience in integration, specifically in integrating Group A and B hardware from both contractor and government sources into installation kits, 2) description of facilities/assets currently available to accomplish the manufacturing of machine parts and cabling, 3) list the qualifications and B-1B experience of lead management, engineering, manufacturing, and quality assurance personnel projected to work on this program, 4) description of your experience with subcontractor/vendor selection and management systems planned to be used, 5) indication of large or small business in relation to SIC code 3721, size standard 1500 employees, and 6) indication of the level and types of B-1B technical data available, analytical tools and supporting data bases for those tools required to redesign (if required), fabrication and assembly for this production effort. Contractors shall address their plan for acquiring those resources and capabilities not currently in-house to meet the indicated delivery dates. An Ombudsman has been established for this acquisition. The only purpose of the Ombudsman is to receive and communicate serious concerns from potential offerors when an offeror prefers not to use established channels (refer to the name, address, and telephone number of the Contracting Officer and Contract Negotiator above) to communicate his/her concern during the proposal development phase of this acquisition. Potential offerors should use established channels to request information, pose questions, and voice concerns before resorting to use of the Ombudsman.
