220-7424 This notice is a follow on to the CBD announcment published
April 5, 1996 as government requirements have changed. Provide
professional registered engineering services for expert roof analysis
and on site inspection services involving roofingprojects supporting
FD&CC (PAC) project activities for U.S. Coast Guard facilities in WA,
CA, OR, AK and some east coast sites. Proposed procurement will result
in an Indefinite Delivery Contract to be in effect for one year with
a one year option toextend services. Contract has a maximum potential
$150,000 annually. Individual delivery orders will be issued on an as
required basis using rates established in the basic contract. Estimated
contract award date is December 1996. Major services include,but are
not limited to: (1) prepare plans and specifications to verify
conformance with applicable standards; (2) structural analysis by
registered engineer; (3) evaluation of drainage and flashing; (4)
adequacy of insulation; (5) moisture control; (6)material performance,
availability and conformance to industry standards; (7) the predicted
performance of the roof system; (8) specified construction procedures
(9) field inspection requirements; (10) structural analysis by
registered engineer of themethod of roof connection to building
components; (11) Prepare plans and specifications for roofing systems
by registered engineer, review roofing submittals and shop drawings for
ongoing construction projects, and provide thorough site inspection
ofongoing and completed roof construction. The evaluation criteria in
descending order of importance are (1) Professional qualifications of
the firm's staff to be assigned to the project necessary for
satisfactory performance of the required services.Project manager must
be registered professional engineer and should have a minimum 15 years
experience. (2) Specialized experience of the firm in related work
should demonstrate a minimum 15 years of registered professional
experience in each type ofroof systems to include metal, single ply,
built up and shingle. (3) Past record of related performance with
Government and private clients within last 5 years. (4) Capacity and
capability to finish the work on schedule (5) Firm organization
andmanagement. (6) Experience and capability to design and inspect roof
systems in HI, AK and other western states. (7) Minority/women
ownership and employment. Firms desiring consideration must submit a SF
254 and a SF 255 including an organizationalchart of key personnel to
be assigned to this project. The submittal must be received at the
address shown above by 4 P.M. 30 days (the first day following a
weekend or holiday) after publication of this notice. Telephone calls

will be furnished prior to selection of short listed firms.
