513-257-6147. This is not a notice of RFP issuance. 88 Logisitic Group,
74th Medical Group and Wright-Laboratory, anticipates a competitive
acquisition for services to provide management of the Logistic Support
functions at Wright-Patterson AFB, Ohio including Traffic Management,
Combat Readiness, Base Supply, Equipment Maintenance, Medical
Logisitics and Wright-Laboratory Logistics. This is part of a
Government cost comparison to determine whether accomplishing the
specified work under contract or by Government performance is more
economical. If Government performance is determied to be more
economical, this solicitation will be canceled and no contract will be
awarded. All sources capable of providing these services are being
sought. In addition to the information requested in the paragraph below
entitled ''Capabilities Package'' responding parties must also indicate
their size status in relation to the applicable Standard Industrial
Classification. (SIC) code 8744 Business including their affiliates
with annual receipts of $5,000,000 or less during the past 12 months
are considered small. Sources with 8(a) status or otherwise classified
as small disadvantaged business should state accordingly in their
responses. This effort will require diverse services and multiple
awards are possible. Awards are anticipated to include the following:
1) Medical Logistics: Performing all tasks necessary for acquisition,
storage, maintenance, and/or disposition of all medical and non-medical
supplies and equipment in support of the 74th Medical Group
Wright-Patterson Air Force Base Ohio, a 301 bed medical center and its
tenant organizations' peace and war time missions. Tasks include
material requirements determination, requisitioning, receiving,
storing, distributing, issuing and inventory control for proper
accountability of supplies and equipment assets. Duties also include
the management of medical facilities to include new construction
projects, facility maintenance and repair, compliance with Joint
Commission on Accreditation of Health Care Organizations (JCAHO)
standards, resource protection issues, hazardous materials/infectious
waste control, medical readiness contingency planning; the management,
maintenance, calibration, inspection, quality assurance and repair of
all medical and non-medical equipment; vehicle management to include
the acquisition/turn-in, maintenance, accident investigation and repair
of a diverse number of vehicles, and annual refresher training of all
Group personnel on electrical, fire and vehicular safety issues. 2)
Wright Laboratory Logistics: provide logistics support for
approximately 2,300 customers at Wright-Patterson and prototype
munitions fabrication support for approximately 300 customers at Eglin
AFB, Florida. Logistics tasks include replenishment, requisitioning,
receiving, storing, distributing, issuing, inventory control and
computer support using the government provided Automated Material
Control System (AMCS). Prototype munitions fabrication tasks include
computer assisted manufacturing techniques, programming, soldering,
welding, woodworking, pattern making and high explosive machining
operations. 3)88 Logistics Group Support: to include a) Transportation
and Traffic Management: provide all personnel and equipment necessary
to manage Transportation and Traffic Management services for
Wright-Patterson AFB, and operating locations in Middleburg Heights,
Ohio and Indianapolis, Indiana. Tasks include arranging the movement
and storage of personal property shipments for personnel throughout 52
counties in the state of Ohio and 26 counties in the state of Indiana;
arranging an average of 7,000 travel reservations monthly to support
Temporaty Duty travel; performing all tasks necessary to support the
transportation portion of base deployment plans, development of
transportation procedures for personnel and cargo deployments, and
operating a contingency Aerial Port of Embarkation/Debarkation. b)
Maintenance: provide all personnel, supplies and equipment to perform
Aircraft and Test, Measurement and Diagnostic Equipment (TMDE)
maintenance support on Wright-Patterson AFB and off-base for external
government agencies. Tasks include Transient Aircraft Maintenance,
Aerospace Ground Equipement (AGE) repair, Fabrication support to
include Nondestructive Inspeciton (NDI) and operation of a Type IIC
Percision Measurement Equipment Laboratory (PMEL). Approximately 4,800
DOD aircraft use Wright-Patterson Transient Maintenance services
yearly. Approximately 90 pieces of powered AGE and 95 pieces of
non-powered AGE will require scheduled and non-scheduled maintenance.
The approximate yearly production through PMEL is 21,000 items.
Fabrication/NDI support is dictated from assigned C-21 aircraft and
transient aircraft traffic. c) Supply: provide all supplies and
equipment support for 23,000 customers. Tasks include stock
replenishment, requisitioning, receiving, storing, distributing,
issuing, inventory control and computer support using the government
provided Air-Force Standard Base Supply System. Base Supply processes
approximately 73,000 transactions per month, to include, requisitions,
issues, deliveries, pick-ups, shipments, receipts, and maintenance of
warehouse locations including hazardous, shelf-life, flammable, and
classified items, using a wide variety of vehicles including
stockpickers, forklifts, cargo trucks, semi-tractor trucks and flat-bed
trucks. Capabilites Package: All interested firm's should submit a
capabilites package that outlines the firms experience and capabilities
in providing one or all of the above mentioned services. The
capabilites package should be brief and concise, yet clearly
demonstrate an ability to meet the stated requirements. The responses
must not exceed 20 single-spaced, 10-point typed pages. Direct all

Ombudsman has been established for this acquisition. The only purpose
of the Ombudsman is to receive and communicate serious concerns from
potential offerors when an offeror prefers not to use established
channels to communicate his/her concern during the proposal development
phase of this acquisition. Potential offerors should use established
channels to request information, pose questions, and voice concerns
before resorting to use of the Ombudsman. Potential offerors are
