The Aeronautical Systems Center, Weapons, Air Base and Range Product Support Office, anticipates award of a Firm-Fixed price (FFP) sole-source contract modification to Hughes Aircraft Company Radar Systems for follow-on production of the AN/AXQ-14 Weapon Data Link (WDL) Part # 3090 900-106 receiver-transmitter guidance section (OA-8921/AXQ-14) used on both the GBU-15 and the AGM-130 weapon systems. This contract modification will address a procurement action of 237 WDLs in FY97 and a provision for technical services. The first delivery of the procurement will be required in November 1997. A complete reprocurement data package is not available. This action is contemplated in accordance with (IAW) 10 U.S.C. 2304 (c) (1). All responsible sources may submit a statement of capability for consideration by the government in accordance with Note 22. All responses to this synopsis shall be evaluated in the following areas: a. Technical knowledge of the WDL, efficient production processes, and interface requirements (WDL to weapon) sufficient to reliably produce WDL system components that meet specifications requirements which physically and functionally integrate with the AGM-130 weapon control section, b. Ability to produce and assemble WDL hardware in the absence of a technical data package and deliver in accordance with the required schedule, and c. Ability to perform acceptance tests of the WDL hardware in accordance with approved procedures. Firms responding to this notice should indicate whether they are small or small disadvantaged business IAW DOD FAR 52.219-7000. This is not a request for proposal and is not to be construed to be a commitment by the government.
