synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. Solicitation Number N00164-97-Q-0001
is issued as a Request for Quotation. Solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 90-41 and Defense Acquisition Circular 91-10. This
action is a 100% Small Business Set-Aside in accordance with FAR
19.502-2(a). The Standard Industrial Classification Code is 7372. The
Small Business size standard is $7.0 million in annual receipts. The
following is a list of the requirements: Line Item 0001: Qty. 1 Lot,
Readily available, commercial off the shelf, fully tested, marketed (at
least 5 years with a customer base consisting of at least 100
successful core program installations at private industry and/or
government facilities), user friendly, menu driven software application
to: track hazardous material (HM) demand, requisition approval,
receipt, issuance (by container), usage, shelf life, storage, and
ultimate disposition; track partial volumes in containers as well as
empties; track history of approved usage of HM by who, when, where,
why, how much, and how each HM was used (process linkage required)) and
disposed; maintain HM rejection history; facilitate hazard
communication standards compliance (generate/import/export Material
Safety Data Sheet (MSDSs) and hazard labels, and connect MSDSs with
specific processes and HM users); generate customized ad hoc reports
from any fields; track waste profiles and manifests; track
environmental permits; calculate HM demand and consumption (including
partial volumes in containers) related to location, user data;
calculate daily average/max and days on site by chemical constituent;
maintain historical records of HM; generate HM management reports on
demand, consumption, inventory; calculate quantities of constituents of
products for threshold determinations and related releases/emissions
for Emergency Planning and Community Right to Know Act (EPCRA)
reporting; cross reference chemicals/their synonyms/CAS numbers with
the regulator's List of Lists', federal (including DOT), state and
local regs, and/or industrial hygiene/cancer research, and occupational
safety and health advisory group standards; provide, as a minimum,
quarterly updates of these lists and related data; generate associated
reports to identify related regulatory impact on local (Crane site)
changes in use of a chemical or introduction of a new chemical in a
process; track all reporting and compliance deadlines; reject
unauthorized users and unauthorized processes which are linked with
specific HM; maintain audit trail of inputs into system as well as
related user data. The application must have the ability to track HM by
nomenclature and by an identification number (minimum 18 digits to
represent federal identifier codes), with linkages to its manufacturer,
local user, and local process data. Password protection must be
available for loading and updating MSDSs, requisitioning, and/or
maintaining HM inventory, as well as for report/document generation and
distribution. Terminology used in different functional areas/modules in
the software must be consistent throughout the application. The
application must also have the capability of a search function to
retrieve specific MSDS data elements, as required, by the user. The
software also must have the capability of maintaining and distributing
text in the form of notices, reports, plans, procedures. The software
must interface with commercially available bar-coding and scanning
capabilities. The software must also have the capability to interface
with standard PC-based electronic systems and hardware, as required.
The application should have a ''help'' function available throughout to
assist users in making transactions. The application's hazardous
material approval transaction capability should be flexible enough to
cover specific individual and/or group approvals. As a continuing
function, the software provider must identify any MSDS listed
manufacturers as they go out of business, consolidate or sell out, and
provide this information to the Crane technical point of contact
(Susan Walters, Code PPO, 812-854-6110) as it affects Crane's MSDS
files. To meet the needs of Crane's around-the-clock operations, the
software company must demonstrate an existing 24 hour toll-free hotline
to resolve problems associated with the operation of the system, and
provide, as a minimum, semi-annual software enhancements covering
updates/changes to application. New information on product changes will
be provided Crane, as they occur. An updated list of users of the
application will be provided Crane's technical point of contact (Susan
Walters, Code PPO, 812-854-6110) at least quarterly. The application
must be able to operate in a Windows 3.1 or 3.11 environment (DOS
versions operating in this environment are acceptable) on a Novell
Server (Network Netware version 4.1), with IBM compatible 386 PC units,
as minimum. It must be licensed for Crane site wide use (over 10 users
at any one time). Offerors shall price Line Item 0001 and also show
the annual maintenance and support price. Line Item 0002: Qty. 1 Lot,
Installation and Implementation of the HM Management Application. The
software provider will also assist with the installation and the
implementation of the HM management application at the Crane site,
providing information on related standard industrial compliance
practices as part of the implementation guidance. Line Item 0003: Qty.
1 Lot, Contractor will provide the users on-site training on the
application's capabilities and execution thereof. Line Item 0004: Qty.
1000 EA., The software provider will input all of the data and text
from Crane's existing (approximately 1000) MSDSs into the system in
accordance with the standardized ANSI Z400.1 format achieving at least
a 98% accuracy level of total data/text. This input will be
accomplished within 60 days of the receipt of the MSDSs. Line Item
0005: Qty. 2000 EA. Maximum, Intermittent Data Entry Services to input
additional MSDS. The provider will input any new MSDS data/text
received from the Crane site within 30 days of receipt, accomplishing
this at a minimum 98% accuracy level of total data/text. The Period of
Performance for the services described in Line Items 0001 through 0005
is one year from date of award. Offerors, in response to this
solicitation, shall provide the contracting officer a list of current
users of this HM management application. This list shall contain, as a
minimum, points of contact from private industry and government,
related company/facility names, addresses, phone numbers and years
usage. The response to this solicitation shall also include a 3.5 inch
demonstration diskette and associated brochures that verify the
capability of the system to meet the above performance requirements.
Offerors shall also provide information describing their proposed
implementation plan. This is anticipated to be a firm-fixed-price
contract. The shipping terms will be f.o.b. destination, Naval Surface
Warfare Center, Crane, IN, with the inspection/acceptance at
destination. Delivery of Line Item 0001 will be required within 30 days

Items apply to this acquisition. The contractor shall extend to the
Government the full coverage of any standard commercial warranty
normally offered in a similar commercial sale, provided such warranty
is available at no additional cost to the Government. Offerors
responding to this announcement must provide the information contained
in 52.212-1, Instruction to Offerors--Commercial Items and must
include a completed copy of provision 52.212-3, Offeror Representations
and Certifications--Commercial Items. The offeror should also provide
its Commercial and Government Entity (CAGE) code, Contractor
Establishment code (DUNS Number) and Tax Identification Number. If a
change occurs in this requirement, only those offerors that respond to
this announcement within the required time frame will be provided any
changes/amendments and considered for future discussions and/or award.
