US Atlantic Command (USACOM) and the Defense Information Systems
Agency (DISA), is seeking vendor proposals to demonstrate technological
solutions to Joint Command, Control, Communications, Computer, and
Intelligence (C4I) interoperability challenges within the operational
environment of a Coalition Task Force (CTF) deployment including NATO
and Combined Communications-Electronics Board (CCEB) nations. Selected
proposals will be demonstrated at the Joint Warrior Interoperability
Demonstration 1997 (JWID97) during the July 1997 timeframe. JWID97
provides the opportunity to use existing and leap-ahead technology to
shape the battlefield of the future. The emphasis for JWID97 will be to
solve those C4I interoperability issues stated in the listed
objectives. The Joint Staff intends for JWID97 to be a joint
demonstration of existing, off-the-shelf, as well as new and evolving
technologies that solve C4I interoperability issues while providing
appropriate automation of information exchange for the joint
warfighter. Proposed demonstrations must operate within the Coalition
Operational Environment, provide a solution to one or more JWID97
Objectives, function at one of the JWID97 primary sites, and comply
with terms listed in Administrative Requirements. Demonstrations should
be capable of functioning on the coalition secret-releasable network if
possible. OPERATIONAL ENVIRONMENT (Simulated): JWID97 is a United
States/Coalition operation utilizing a CTF staff that will conduct
combined operations at the component level. The US Navy will provide
the CTF Commander. The demonstration will consist of eight phases:
pre-deployment, deployment, presence, hostilities, forcible entry,
build up, decisive combat and redeployment. During all phases,
Coalition forces will face a terrorism threat. The force structure
consists of combined ground, air, and maritime components, to include
a carrier battle group and an amphibious task force. These forces will
conduct combined operations which may include amphibious and airborne
assaults, CTF afloat transition ashore, and split-based operations.
JWID97 OBJECTIVES 1. Demonstrate real-time and seamless information
exchange between multiple levels of security at the CTF and component
level, particularly for the purposes of command and control (C2) and
collaborative planning. 2. Demonstrate innovative telecommunications
and information management technology that enhances data delivery to
and from Joint Warriors at the unit level, particularly common
operational picture and imagery. 3. Demonstrate tailorable Dominant
Battlespace Awareness (including 3D) in a CTF setting, highlighting
multimodal data fusion, common operational picture track correlation
and management. 4. Demonstrate sensor-to-sensor and sensor-to-shooter
technologies to enhance combat identification and theater missile
defense in a Coalition environment and to provide targeting information
for stand-off and precision guided munitions utilizing selected
portions of the Joint Requirements Oversight Council (JROC) approved
precision strike C4I architecture. 5. Demonstrate technologies that
enhance information superiority through the use of Information
Operations/Information Warfare (IO/IW). These technologies should
provide assurance of coalition access, use, and integrity of command,
control, communications, computer, intelligence, surveillance and
reconaissance (C4ISR) systems while preventing unauthorized use of the
same. 6. Demonstrate the ability of commercial
off-the-shelf/government off-the-shelf (COTS/GOTS) technology to
provide constant data exchange with in-garrison, in-transit, and
deployed elements of the CTF. 7. Demonstrate enhancements to the
Defense Information Infrastructure (DII) that improve its utility and
interoperability to the CTF. 8. Demonstrate an integrated, near
real-time focused logistics system with a planning and decision support
capability. The system should track all classes of supply,
prepositioned war reserve assets, and personnel to and from the
sustaining base and wholesale depots. 9. Demonstrate the ability to
provide an integrated solution for all tactical and non-tactical
applications on a single PC. 10. Demonstrate the ability of Information
Technology to identify and solve millennial problems in order to
operate beyond the year 2000. Further details concerning JWID97

support a JWID97 Objective? 2. Does the demonstration take place at a
JWID site? 3. Will the demonstration be fully resourced? 4. Support to
the Joint Warfighter. a) Does the demonstration enhance the capability
of the Joint Warrior? b) Is the demonstration currently being
prototyped or field tested? 5. Joint Application of the Demonstration.
a) Could the demonstration work for more than one Service/Agency? b)
Is it interoperable with one or more existing systems? c) At what level
is it DII COE and JTA compliant? 6. Coalition Application of the
Demonstration 7. Technology Innovation. a) Is it leap-ahead technology?
8. Maturity. a) Can this system be fielded immediately, in the
near-term (12-24 months), mid-term (24-48 months), or far-term? 9.
Executable in the JWID Framework? a) Is the demonstration more than a
concept? b) Will appropriate connectivity be available? c) Will there
be hardware/software available? 10. Leave-Behind Potential of the
Demonstration. a) Is there a leave behind? b) Is the leave behind
supportable? c) Is training, manpower, maintenance, Integrated
Logistics Support (ILS) available? d) Is there a cost associated with
the leave behind? JWID97 PRIMARY DEMONSTRATION SITES (Tentative): 1.
Ashore CTF at Joint Battle Center (JBC) in Suffolk VA 2. Afloat
CTF/NAVFOR homeported in Norfolk VA 3. Maritime forces, including a
submarine, homeported in Norfolk VA 4. Joint Demonstration Evaluation
Facility in Arlington VA 5. AFFOR sites (Barksdale AFB LA, JFACC Rear,
Hurlburt AFB FL, JFACC Forward, Hanscom AFB MA, JFACC Support) 6.
MARFOR site located at Camp LeJeune 7. ARFOR sites 8. JSOTF site 9.
Allied site(s) JWID97 will also include Secondary Demonstration Sites
at which selected demonstrations will provide limited interaction with
the Primary Sites. These sites will include the Pentagon and may

with regard to functional performance and warfighting effectiveness.
DoD decision makers use JWID assessments to aid in the development and
identification of new and relevant technologies to enhance C4I For the
Warrior (C4IFTW). Service test centers will be invited to participate
and may augment assessments and recommendations. Demonstration
assessments will be provided as feedback to vendors. ADMINISTRATIVE
REQUIREMENTS: 1. Do not submit proprietary information. ALL INFORMATION
SUBMITTED WILL BE CONSIDERED AND HANDLED AS NON-PROPRIETARY. 2.
Unclassified and classified networks will be used. Industry
participants will require a minimum of DoD SECRET clearance to
participate in JWID97. The principal network that the demonstrations
will be displayed upon will be at a Coalition Secret -Releasable
security level. 3. Demonstrations must be fully funded by the
nominating vendor or agency. 4. Proposals must have a US government
sponsor. The government will provide assistance to the vendor, if
requested, to find a government sponsor. 5. Unless otherwise approved,
Warfighters/DoD personnel, as opposed to vendor agents, will operate
the systems during assessment and observer week. Vendors must provide
training, as required, at the JWID97 sites where their demonstration
will be located. 6. Demonstrators will submit a one-page summary with
three-page expansion, maximum four pages, which will be used for
initial selection. 7. Demonstrations selected for participation will be
required to provide an expanded demonstration plan not to exceed
fifteen pages. 8. Formats for proposals and plans are provided on the
JWID97 Home Page at http://www.jwid97.bmpcoe.org. 9. Proposals will be
submitted electronically using the JWID97 standard tool suite: MS-Word
6.0 (12-pitch, Times), MS-Excel 5.0, MS-Power Point 4.0, MS-Access 2.0,
and MS-Project 4.0. If used, acceptable compression and encoding
software is Pkzip and MIME. 10. Demonstrators will be required to
provide on-site technical and operational representation throughout all
JWID97 planning conferences and execution phases. SUBMISSION PROCEDURES

e-mail address''. The server is running Windows NT operating system. A
UNIQUE file name must be assigned to proposal prior to downloading. Do
not use ''JWID'' or ''JWID97'' for your file name. DISA Joint
Interoperability Test Command (JITC) will assign a tracking number to
each proposal submitted and forward an acknowledgment to your POC via
electronic mail within 72 hours of receipt. If you encounter problems
