Identificacion y Estado Civil (Grantee) invites submission of
qualifications and proposal data (collectively referred to as the
''Proposal'') from interested U.S. firms which are qualified on the
basis of experience and capability to develop a feasibility study for
the Peruvian National Identification and Civil Registry Project. The
Registro Nacional de Identificacion y Estado Civil (RNIEC) was
established under the 1993 Constitution as a completely autonomous
government institution with the legal mandate to create and maintain a
national civil register for all Peruvians and to issue identification
documents. RNIEC will integrate and replace the existing Civil
Registers data from the electoral register both of which are maintained
manually. The computerized data base would be in the form of an open
architecture platform; information would be stored on magnetic disks
and graphic information would be stored on optical drives; a security
system for maximum access control and a physical security system for
automatic restoration of disk information; a duplicate system at a
different location with automatic updates between databases;
identification of the population with only one fingerprint; a national
identification document with the maximum security measures, with one
fingerprint, digitized photo, signature and a bidimensional encrypted
bar code; ability to authenticate the ID by comparing the digital
finger print in the bar code with the actual finger print of the
person; the national ID document will be able to be used in electoral
processes; use of the top of the line communications technology between
the data gathering centers and the centralized data base; and finally,
the ability for the communication and control of consultations to the
data base by authorized users. To assist with the planning and
preparation of financial documentation for the project, the Grantee
requires a Feasibility Study which will include the following: o
Evaluate and present alternatives for database design and citizen
record layout objectives, o Recommend identification document layout
and security requirements, o Assess telecommunications infrastructure
requirements, o Evaluate data security issues, o Propose system
management objectives, o Environmental assessment, o Propose system
model, o Develop capital cost estimates and investment requirements, o
Development of financing options, o Assessment of training
requirements. The U.S. firm selected will be paid in U.S. dollars from
a $300,000 grant to the Grantee from the U.S. Trade and Development
Agency (TDA). A detailed Request for Proposals (RFP), which includes
requirements for the Proposal, the Terms of Reference, and a background
definitional mission report are available from TDA, at Room 309, SA-16,
Washington, D.C. 20523-1621. Requests for the RFP should be faxed to
the IRC, TDA at 703-875-4009. In the fax, please include your firm's
name, contact person, address, and telephone number. Some firms have
found that RFP materials sent by U.S. mail do not reach them in time
for preparation of an adequate response. Firms that want TDA to use an
overnight delivery service should include the name of the delivery
service and your firm's account number in the request for the RFP.
Firms that want to send a courier to TDA to retrieve the RFP should
allow one hour after faxing the request to TDA before scheduling a
pick-up. Please note that no telephone requests for the RFP will be
honored. Only U.S. firms and individuals may bid on this TDA financed
activity. Interested firms, their subcontractors and employees of all
participants must qualify under TDA's nationality requirements as of
the due date for submission of qualifications and proposals and, if
selected to carry out the TDA-financed activity, must continue to meet
such requirements throughout the duration of the TDA-financed
activity. All goods and services to be provided by the selected firm
shall have their nationality, source and origin in the U.S. or host
country. The U.S. firm may use subcontractors from the host country for
up to 20 percent of the TDA grant amount. Details of TDA's nationality
requirements and mandatory contract clauses are also included in the
RFP. Interested U.S. firms should submit their Proposal in Spanish and
English directly to the Grantee in Lima, Peru by November 25, 1996.
Evaluation criteria for the Proposal are included in the RFP. Price
will not be a factor in contractor selection, and therefore, cost
proposals should NOT be submitted. The Grantee reserves the right to
reject any and/or all Proposals. The Grantee also reserves the right to
contract with the selected firm for subsequent work related to the
project. The Grantee is not bound to pay for any costs associated with
