C -- ARCHITECT ENGINEER SERVICES FOR THE DESIGN OF THE ENVIRONMENTAL TEST FACILITY FOR NAVAL UNDERSEA WARFARE CENTER, KEYPORT ANNEX AT BANGOR, WASHINGTON SOL N44255-96-C-0200 POC Thomas A. Under the authority of FAR 6.302-1, 10 U.S.C. 2304(c)(1), the Engineering Field Activity, Northwest intends to award a sole source contract to SJO Consulting Engineers, Inc. for the completion of design and post construction award services for the project described above. SJO was previously awarded a contract for these services, which was closed out after completion of a Parametric Estimating and Programming (PEP) study because the funding for the project was postponed. SJO was selected for the previous contract in accordance with the Brooks Act, based on their technical expertise to perform the work. SJO is still considered the most qualified firm to complete the work. SJO spent considerable time on site investigations, developing office and test cell space configurations, and preparing cost estimates. The firm awarded this contract must accept resonsibility for the PEP study and assume knowledge of the site without duplicating cost to the Government for the services already completed. THIS IS NOT A REQUEST FOR PROPOSAL. Interested firms may identify their capability to respond to the requirement by contacting Thomas A.
