AMC Contracting Flight is soliciting information/technical literature from interested sources relating to commercially available flight planning software with state of the art capabilities which may be acquired in the future from non-government sources to support changing Air Mobility Command (AMC) requirements to integrate flight planning with dispatch operations. At a minimum, the flight planning software shall be capable of 1) optimizing route to minimize fuel consumption based upon climatalogical conditions and routing restrictions, 2) multiple methods of system access from worldwide locations, 3) flight plans computed using multiple enroute control times, 4) compliance (optimization) with new NAT RVSM certification - reduced vertical separation in the North Atlantic, and 5) avoiding user specified airspace. AMC also desires a graphic interface with weather overlay capabilities. The Government is performing a market survey to determine potential vendor interest/capability in providing flight planning software at some point in the future. Consequently, in addition to providing information/technical literature, interested vendors are requested to respond to this request in writing by providing a Capability Statement which includes the following information for government evaluation purposes only. A brief description of the company including business size (large, small, small disadvantaged, 8 (a), or women owned business concern), history, and description of primary supplies and services provided to either the government or general public. Include past and present information relating to similar supplies/services provided to either government and/or commercial customers. This should include any past experience with modifying commercial software to more adequately meet user needs. Interested parties may provide a brief discussion of their current and projected capabilities in light of their corporate mission and how they would intend to pursue and provide such software for AMC. Vendors may include any other information deemed relevant to the government in completing this market survey and assessment of their capabilities.
