20375-5326 A -- RESEARCH AND DEVELOPMENT SOL N00014-97-R-WJ01 POC Jamie Whitt,
Contract Specialist, Code 3240.WJ, F. Janilea Bays, Contracting
Officer, (202) 767-1182. The Naval Research Laboratory (NRL) has a
requirement for the productization and prototype fabrication of compact
channelizer processors for multiple platform electronic warfare (EW)
system applications, including aboard ships, submarines, tactical
aircraft and at land-based sites. Required are devices that accept a
wide spectral intermediate frequency input (IF) and provide digital
descriptors of signals occurring in the channelizer instantaneous
bandwidth. The objective of the requirement is producibility --
obtaining the required performance within budgetary and schedule
constraints. A producibility demonstration will be required that
provides specification-level, multiple channelizer modules which can
provide for efficient and affordable EW system applications.
Channelizer performance objectives include: wide instantaneous
bandwidth, multiple co-pulse signal measurement, high throughput rate,
high dynamic range and interference rejection. The basic award will
require the production of ten (10) channelizer devices. Options 1, 2,
3 and 4 will each require the production of ten (10) additional
channelizer modules. Options can be exercised sequentially or
simultaneously. The basic award will have a performance period of 540
days. Each option will have a performance period of 360 days. Offerors
are required to provide a secure facility for the storage and
discussion of classified information, a detailed Statement of Work,
which is classified SECRET, will be issued with the solicitation to
offerors possessing said facility clearance. Telephone requests for
this solicitation will not be honored. Send requests for
