The Health Care Financing Administration intends to negotiate with the National Committee for Quality Assurance (NCQA) on a sole source basis for the Implementation of the Health Plam Employer Data and Information Set (HEDIS 3.0), a quality assessment process developed by NCQA for assessment of care quality provided by Medicare Managed Care Plans (PLANS). Earlier versions of HEDIS have been developed by NCQA and are in use by managed care plans to obtain data on health care quality. Over 330 plans have collected HEDIS data and reported results to NCQA. HCFA intends to require Medicare managed care plans to collect and report data following the HEDIS protocols. NCQA has already developed HEDIS 3.0 and are the only source capable of performing this effort. The period of performance will be approximately 36 months. Telephone requests will not be honored.
