notification is being circulated in accordance with Article 10.6.

73 0540 Amendment 5: Thermo-Technical Properties of Engineering
Structures and Buildings. Nomenclature, Requirements and Criteria (8
pages, available in Slovak). 6. Description of content: Design and
inspection of engineering structures and building rooms destined for
permanent residence of humans. The criteria of minimum temperatures of
inner surfaces (hygiene criteria) and maximum power consumption for
heating for comparison of designs on the basis of the heat loss balance
(energetic criteria) are required for thermo-technical designs of
engineering structures and buildings with given conditions of inner
environment. Given values for engineering structures thermal
resistance, respectively heat transfer coefficients are recommended
values. Criterial requirements and recommended values are given for
reconstructed and new buildings including blocks of flats, family
houses, and municipal buildings, respectively. The Slovak Standard STN
73 0540 possesses the character of recommendation, with the exception
of paragraphs 3, 21, 22, 23, respectively, which were made obligatory.
7. Objective and rationale: The amendment of this STN Standard was
submitted with the aim to provide higher level of the construction
quality, as well as better conditions for creative work of the
engineers. Besides thermo-technical quality, hygienic conditions, and
reducing power consumption, also the economy of proposed construction
designs is taken into consideration. Unification of the dimension
variables with the foreign standards was also provided. 8. Relevant
documents: STN 73 0540 Amendment 5, amends the original Standard CSN
(STN) 73 0540:1977. Amendment 5 revokes all previous amendments related
to the above given Standard, including Amendment 4; comparable
regulation: Verordnung uber einen energiesparenden Warmeschutz bei
Gebauden: Warmeschutzverordnung-Warmeschutz V, valid in Germany from 1
January 1995; information concerning adoption will be published in:
Vestnik UNMS SR (Official Journal); will be published in Vestnik MVVP
SR (Journal of the Slovak Ministry of Construction and Public Works)
after adoption. 9. Proposed date of adoption: Proposed date of entry
into force: 1 January 1997. 10. Final date for comments: 30 November
