and Technology (NIST) intends to negotiate on a sole source basis under
the authority of 41 USC 253(c)(1) the services of Yankee Atomic
Electric Company (YAEL), Bolton, Massachusetts to produce NIST
traceable radiobioassay quality assurance/control samples for ultra-low
level plutonium metrology techniques testing. It is anticipated that
only YAEL can satisfy the requirement because only YAEL has a team of
individuals who can focus the required interdisciplinary expertise in
radionuclide metrology and ability to confirm the Pu-239 dilutions over
eight orders of magnitude in artificial urine. The tasks to be
performed are: (1) dilution of NIST Pu-239 SRM to mBq/g levels; (2)
confirmation of the dilutions by NIST traceable low level isotope
dilution alpha-particle spectroscopy to a total propagated uncertainty
of less than 2 percent (2S); (3) preparation of the artificial urine
per ANSI N13.30 protocol; (4) further dilution of the Pu-239 test
solutions with the artificial urine to microBq/kg concentrations; (5)
confirmation of the artificial urine dilutions by NIST traceable low
level gamma-ray spectroscopy to a total propagated uncertainty of less
than 2 percent (2S); and (6) full evaluation and propagation of
measurement and dilution uncertainties per NIST protocol for
certification of the test materials. Delivery shall be 100 days from
date of award. Interested offerors may identify their interest and
capability to respond to the requirements by submitting a capability
statement. The capability statement must provide adequate information
and qualifications to provide this type of service. All of the above
must be received for the Government to consider whether to open this
requirement for competition. This notice of intent is not a requirement
for competitive proposals. However, all ''capability statements''
received within 45 days after date of preparation of this synopsis will
be considered by the Government. A solicitation is not available. See
