Counties, Oregon. This solicitation consists of repairs at 16
intermittent sites involving riprap, base and grading. Project
includes: construction survey & staking; 100 tons minor asphalt
concrete; 42,000 cuyd aggregate surfacing; 70 lnft 24'' culvert; 25,000
cuyd excavation & embankment; 20 hrs grader, 125 EHP Minimum; 20,000
cuyd loose riprap, class 5; 10 ea type 3 barricades; and 10 ea concrete
barriers. Project is located approximately 40 miles south of The
Dalles, Oregon along the Deschutes River. NOTE: This solicitation will

Estimated price range is between $1,000,000 and $2,500,000.
Presolicitation Notices are being provided to firms on this agency's
mailing list concurrently with the publication of this synopsis.----The
following applies only to Minority, Women-Owned and Disadvantaged
Business Enterprises: The Department of Transportation (DOT), Office of
Small and Disadvantaged Business Utilization (OSDBU), has programs to
assist minority, women-owned and disadvantaged business enterprises to
acquire short-term working capital and bonding assistance for
transportation-related contracts. This is applicable to any eligible
prime or subcontract at any tier. The DOT Bonding Assistance Program
enables firms to apply for bid, performance and payment bonds up to
$1.0 million per contract. The DOT provides an 80% guaranty on the bond
amount to a surety against losses. Loans are also available under the
DOT Short Term Lending Program (STLP) at prime interest rates to
provide accounts receivable financing. The maximum line of credit is
