The Virginia Air National Guard has a requirement for a Job Order Contract (JOC) for bases located in Sandston, Virginia; Virginia Beach, Virginia and the Alert Facility at Langley, Virginia. Projects will consist of multiple discipline multi-year maintenance, repair and minor construction. Delivery orders shall be based on individual projects and may be issued over a one year period from date of award with four (4) one-year options. Individual orders will not exceed $300,000; maximum allowable costs under the contract are $5,000,000. The minimum guaranteed value of this contract is $5,000. Two-step procedures will be used to solicit for this requirement. This IS a Request for Technical Proposals (RFTP). Technical proposals should not include price or price-related information and will not be considered under Step One. Proposals will be evaluated using the following criteria: (A) Project Management Ability including key management staff, QC Plan, financial capability and technical staff; (B) Company Experience including past performance and past JOC/SABRE experience; and (C) Subcontract Support Capability. The RFTP will be issued on October 25, 1996 or 15 days following this announcement, whichever is later. Technical proposals will be due on or about Monday, December 9, 1996, not later than close of business 4:30 p.m. Eastern Time. Only those firms submitting a technically acceptable proposal will be invited to bid under Step Two. Offerors should submit proposal that are acceptable without additional explanation or information. This procurement is unrestricted.
