9012. The anticipated contract instrument is a firm fixed price
contract. NSN 1615-01-164-3788, P/N 7-311160060-2, in accordance with
ATCOM Source Control Drawing 7-311160060-2, Rev. A, applicable to the
AH-64 aircraft. A First Article Test is requied within 420 days ADC.
FOB Destination with required delivery of 503 each to New Cumberland,
PA. Required deliver schedule is 20 ea per month beginning 600 days
ADC. This procurement requires prequalification. Contractors who desire
to be prequalified must submit a qualification documentation in
accordance with procedures contained in Section L of the solicitation.
Authority and Justification is FAR 6.302-1, Only One Source or Only a
Limited Number of Responsible Sources. This proposed contract action
is for supplies for which the GOvernment does not have specifications
and drawings to permit full and open competition. The time required for
acquisition of this item is such that award cannot be delayed pending
approval of a new source. The only approed sources are Arden
ENgineering Inc. and McDonnell Douglas Helicopter Systems. This tiem is
not a Flight Safety Part, but Engineering Testing is required. The
estimated cost of testing will be added, for evaluation purposes, to
offers received from approved sources who are not yet tested. Firms are
encouraged to seek source approval in order to compete for future
solicitations. Information on how to become qualified may be obtained
