Ann Phan, Phone (703)604-2000 The Program Executive Officer, Air, ASW,
Assault and Special Mission Programs (PMA-290), is conducting a Request
For Information (RFI) to determine the availability of current
technologies to update 19 (with the potential of 79) non-P-3C Update
III aircrafts to the Update III Common Configuration. The Navy will be
looking for a prime contractor, via the formal competitive procurement
process, to integrate, fabricate and install the Update III equipment
into the P-3C airplanes which may include any development due to parts
obsolescence or non-availability. The Update III common configuration
currently consists of Sonobuoy Receivers (AN/ARR-78), Acoustic
Processors (AN/UYS-1) and Display/Control Systems (AN/USQ-78A), Tape
Recorders (AN/AQH-4A(V)2), Central Computer (AN/ASQ-212) and other P-3C
Update III peripheral equipment. An RFI package is expected to be
available to industry by 1 November 1996 with a Bidders Conference to
be scheduled in the mid-November 1996 timeframe. Responses are sought
from industry to aid the Government in its planning processes and
methods to maintain existing system performance while maintaining
current system requirements (logistics, training, etc.). Recommended
improvements could include reductions in weight, power, cost and
methods for integration. This request shall not be construed as a
Request For Proposal (RFP) or as an obligation on the part of the
Government to acquire any follow on capabilities. The Government does
not intend to award a contract at this time or otherwise pay for the
information provided. No entitlement to payment of direct costs or
charges by the Government will arise as a result of submissions of
responses. Any formal RFP will be separately listed in the Commerce
Business Daily. Tentatively, the Government plans to release a draft
RFP in early CY 1997. Contractors interested in receiving this RFI

number and fax number via fax and followed by a hard copy letter.
