(NAVSEA) anticipates awarding a contract in early FY98, using full and
open competition, for the manufacture, testing, and delivery of
Metal/Glass Shredders (MGS). Award will be based on a greatest value to
the Government determination, price and other factors considered. Other
factors to be considered in the evaluation of offers include past
performance, management approach, equipment/tooling/facilities, human
resources and program execution. The closing date for receipt of
proposals will be 45 days after release of the RFP. Quantities are 130
MGSs and associated spares and technical data in FY98 and an option
quantity of 68 in FY99. Required production rates are expected to
average 10 per month commencing 7 MAC. NAVSEA plans to procure the MGS,
which is part of the Navy's Shipboard Solid Waste Management Program,
utilizing a production drawing package. The MGS is substantially
identical to the shredder which is part of the Plastics Waste Processor
systems currently in production. This announcement is provided to
inform prospective offerors of NAVSEA's plans and to afford prospective
offerors the opportunity to obtain the RFP and the drawing package.
Prospective offerors who have previously requested the drawing package
must specifically request the RFP. Prospective offerors are required
to purchase the drawing package at a cost of $250.00 which will be
refunded if an offer is submitted. Checks are to be made payable to the
U.S. Treasury. No personal checks will be accepted. Prospective
offerors who have already purchased the drawing package need not
purchase another one. Any revisions to the drawing package will be
furnished without additional charge. The RFP and drawing package,
available in hard copy, may be obtained by written request to Naval Sea
Systems Command, Attn: Tom Higgins, SEA 024F, 2531 Jefferson Davis Hwy,
Arlington, VA 22242-5160. This synopsis is for information only and
shall not obligate the Government to procure any supplies or services,
or to compensate any responding firm for expended efforts and/or
