The US Army Communications-Electronics Command announces release of draft documentation for the acquisition of the Block II Single Channel Anti-jam Manpackable (SCAMP) Terminal. The acquisition strategy is to enter into prototype development contracts with the potential to award multiple contracts (2Q FY97) to develop prototype Block II terminal(s). The prototype development contract(s) will be awarded through a competitive best value contracting approach. Prototype development contract award(s) are planned to develop a minimum of one (1) prototype terminal per contractor. The contract(s) will incorporate a verification of performance period and a prototype demonstration period. The prototype development contract(s) will be phased. Each contract will consist of a firm fixed price level of effort basic phase and two firm fixed price level of effort option phases for which the contractor is required to demonstrate completion of a pre-determined set of objectives. Draft documents will be available for review and comment the week of 7 October 1996 on the World Wide Web (WWW). Draft documents may be downloaded from the internet website at URL http://www.anser.org/milstar/bizop/programs/scampii/. This is a test case effort to release draft and finial request for proposals via the WWW. The CECOM Acquisition Center EBB will not be utilized for this acquisition. Formal solicitation scheduled for release on the WWW on or about 3 December 1996 with proposal due on or about 7 January 1997.
