58 -- SOURCES SOUGHT FOR ADVERSE-WEATHER, IMAGE INTELLIGENCE (IMINT) PAYLOAD FOR THE TACTICAL UNMANNED AERIAL VEHICLE (TAUV) PLATFORM. SOL DAAB07- POC Mr. R. The following information is requested to determine the state of the art for an affordable, adverse-weather, image intelligence (IMINT) payload for the Tactical Unmanned Aerial Vehicle (TUAV) Platform. The objective cost for this device is ($850K recurring production cost at the 10th unit. It is anticipated that, as a minimum, the sensor must have the following characteristics: a) the ability to image a stationary target at slant ranges from 3-7 kilometers, at altitudes up to 3.8 kilometers, in dust, smoke, clouds and rain up to 4 mm/hour; b) a coarse, wide area search mode of at least 1.5 x 1.5 meter ground resolution with a higher resolution mode of at least a .6 x .6 meter ground resolution; c) the sensor must be capable of an imaging footprint of 500 meter x 500 meters at all altitudes and ranges in the high resolution mode. Interested parties should provide information on the type of sensor, maturity of the technology, performance characteristics (ranges, resolutions, coverage and rate of, dynamic range, sensitivity, RF, image quality etc.) size and weight, all with respect to costs, that can be provided in an 18-24 month development program. Information concerning the following design tradeoffs should also be provided: a) performance versus cost; b) RS-170 video versus 10.71 Mb CDL datalink; c) on-board versus ground processing; d) the potential for MTI (including performance); e) complex data for post processing via ATR/ATC versus cost; and f) the potential for a .3 x .3 meter system versus cost. Basic platform constraints are as follows: Weight: Maximum of 80 lbs for all sensor equipment; Power/type: (500 watts @ 28 Vdc; Image at ground speeds from 40 to 120 knots; Operating time: 4-7 hours on station.
