The Internal Revenue Service (IRS) intends to issue an order under the Library of Congress' FY-97 Federal Library and Information Network (FEDLINK) basic ordering agreements (BOAs) for retrieval of tax law databases on CD-ROM to meet the research needs of IRS' Western Region District iffices. FEDLINK us a cooperative program of the Federal Library and Information Center. FEDLINK offers federal agencies the opportunity to enhance the automation resources available to meet the requirements of its personnel. Discussions are being conducted with BOA-holders who can supply an entire library of specific tax law information (i.e., Internal Revenue Code, Administrative Interpretations, Judicial Interpretations, Editorial Interpretations, and Tax Administration and Procedural Guidance) on CD-ROM. All of the tools listed above should be currently available from one vendor and ''linked'' to all other tools provided by the same vendor as opposed to being provided by different vendor. This will be a 1997 subscription including required training and monthly and quarterly updates of the databases. IRS will require agreements on future pricing for an option to continue the subscription into 1998, and possibly 1999, 2000, and 2001. Continuation of this IRS subscription will be subject to the selected company's continuation of a BOA with the Library of Congress.
