Utilizing the authority of Title III of the Defense Production Act (DPA) (50 U.S.C. App. 2061, et seq.), the President may provide appropriate incentives to develop, maintain, modernize, and expand the productive capacities of domestic sources for critical components, critical technology items, and industrial resources essential for the execution of the national security strategy of the United States. The DPA Title III Program is planning a procurement to improve the domestic merchant production capability for Semi-Insulating (SI) Indium Phosphide (InP) substrates. The principal objectives of this project is to improve the quality, size, consistency and availability of (SI) InP substrates while concurrently reducing the cost. The project will consist of one phase lasting approximately 30 months. This phase will focus on production process improvement, material characterization/qualification and strengthening the overall business viability of the merchant InP substrate producer(s). There will be a bidders conference held on 10 OCT 96 at 1300, Building 22B, Wright-Patterson AFB OH. All interested parties are invited to attend.
