The Air Force requires performance of analytical, scientific, and engineering studies and furnishing of recommendations and reports to support ground system safety analysis (including facility and space & missile system acquisition, research and development, and launch processing safety programs) primarily at the Western Range (Vandenberg AFB, CA) with additional support at the Eastern Range (Patrick AFB, FL) and Space and Missile Systems Center (Los Angeles AFB, CA). This effort will require studies, research, and investigations of hazards to life and property presented by facility systems, ground support equipment, and space and missile systems. Contract will require extensive expertise in areas of space and missile systems and their support equipment, facilities, interfaces, and range safety policies. Successful contractor must demonstrate among other things: (a) evidence of, or ability to obtain secret facility clearance; (b) adequate cost accounting system to support a cost reimbursable contract (Cost Plus Fixed Fee); and (c) evidence of past and present performance as it relates to this acquisition. Contract will be for one year with four one-year options. This acquisition is 100 percent set-aside for small business. Standard Industrial Classification is 8731 (1000 employees). Small Business must perform at least 51 percent of the effort. It is anticipated that the solicitation will be released on 13 Feb 97 with proposals due on 25 Mar 97.
