Shelley, 208-378-5111 The objective of the proposed contract is to seek
assistance in the development of a Decision Support System (DSS) for
the Snake River system above Brownlee Dam, Idaho. The DSS system will
involve multiple disciplines including but may not be limited to:
Economics; river/reservoir systems modeling, planning and operations;
GIS; recreation; cultural resources; wildlife; vegetation; water
quality; water data management; groundwater; fisheries; cultural
resources; agriculture, etc. The potential contract has three
components: (1) Process, Guidance, and Overview - The Contractor shall
assist in developing a logical process for the DSS development,
provide guidance in implementing the process based on the Contractor's
experience in developing DSS's, and provide an overview of necessary
activities -- On an ''as identified'' basis the Contractor shall
provide: (2) Resource Support - Provide necessary expertise
(familiarity with both computer databases compliant and model
development plus familiarity with the specific issues effecting the
upper Snake River drainage is preferred) to assist resource
professionals in identifying resource factors and setting resource
parameters (e.g., qualifying and quantifying resource conditions in
terms of river flows and reservoir elevations), and assisting in
determining how each resource is best represented through the DSS, and
(3) Technical Support - Provide technical assistance for development
of Year 2000 compliant database, enhancements of databases, models,
etc. The Contractor shall also provide assistance in developing
appropriate software interfaces that integrate databases and models
with existing hydrological and GIS databases and modeling capabilities
into a network integrating all DSS elements. There are options periods
that may extend performance for a total of 60 months and these options
will be evaluated. For this acquisition the standard industrial
classification code is 8748. This is not a small business set- aside.
