Disease Contract and Prevention (CDC) and the Agency for Toxic
Substances and Disease Registry (ATSDR) plan to establish a
government-owned, contractor-operated CDC and ATSDR Specimen and Data
Bank which will ensure that valuable collections of several million
aliquots of primarily human biological materials, ranging from blood
components, tissue, bacterial isolates, DNA, and environmental
specimens, obtained through CDC and ATSDR programs and activities, are
properly inventoried, securely stored, maintained, and managed, and
when requested, delivered/distributed (by mail or contractor-provided
courier between 3 Atlanta CDC facilities) to various geographic
locations/laboratories. THE CONTRACTOR MUST DEMONSTRATE EXPERIENCE IN
HANDLING HUMAN BIOLOGICAL/POTENTIALLY INFECTIOUS MATERIALS. These
materials will be inventoried and stored under controlled optimal
conditions, primarily in vapor-phase liquid nitrogen (LN2) freezers in
the Atlanta area. The contractor will be required to know how to work
in liquid nitrogen and will be responsible for monitoring and
responding to alarms. Some specimens will be stored in -70 C mechanical
freezers, in a -20 C walk-in, and a 4 C walk-in refrigerator. The
contractor will also be required to monitor alarms for these freezers.
Maintenance of the liquid nitrogen system and freezers will be the
responsibility of the contractor. The contractor will be required to
operate and support an existing in-house tracking software system. This
will include training users when needed. This in-house system, which
interfaces with several different types of software programs, will
assist researchers in locating collections of specimens for possible
testing. The software also catalogs, stores data (i.e.,
epidemiological, test, etc.), tracks, and assists in retrieval of
individual specimens or collections. Initially, in addition to the
day-to-day operation of the Specimen Bank, the contractor will need to
do a limited inventory of all specimens/collections at CDC and ATSDR
and assist in determining which specimens/collections will be deposited
into the Specimen Bank. In order to do this, the contractor will need
to provide qualified personnel to work on inventory teams to assist in
the identification and transport of materials (via contractor-provided
transportation) from other locations to the site of the Specimen Bank.
(In some instances, this could mean transporting a whole freezer 30
miles.) The contractor will also provide qualified personnel to work on
aliquoting teams to transfer (aliquot) specimens that can be stored in
liquid nitrogen into liquid nitrogen-compatible containers. The
government will provide all facilities, equipment, and expendables for
these functions. The SIC code for this project will be 8744 which has
small business size standard of $5 million for the preceding three
