Stec, Contracting Officer, (507) 272-4075 The Panama Canal Commission, a corporation of the United States Government, is looking for sources interested in entering into a contract for the purchase of annuities and medical care for two groups of former employees of the Canal organization. The prospective Contractor shall be a United States based organization having a branch, subsidiary, or legal affiliation in Panama City, Republic of Panama, which will be responsible for the administration of both the annuity and the medical care contracts. Background: Group one is made up of cash relief recipients without eligibility for any type of US-sponsored health insurance. These individuals are elderly, former employees of the Canal organization whose services were terminated prior to October 5, 1958 because of physical or mental disability resulting from age or sickness, and their eligible widows(ers). Cash relief recipients receive small monthly payments and medical care for the Panama Canal Commission. The program is well defined and document, and all claimants have been identified. Currently there are 317 cash relief recipients (40 original canal builders and 277 widows) and 10 dependents residing in Panama and other countries. Only those residing in Panama are eligible for receiving medical care under this program. Group two includes certain Civil Service annuitants. These individuals are elderly, former employees who are retired from the Panama Canal Company, who are without eligibility for any type of United States Government sponsored health insurance, and their eligible widows(ers). Civil Service annuitants and their eligible widow(ers) receive pensions from the United States Office of Personnel Management in Washington, D.C. They and their eligible dependents receive their medical care from the Panama Canal Commission. The group is well defined and documented, and all claimants have been identified. Currently there are 381 annuitants and widows(ers) and 45 dependents in the medical care program. Scope of services: The Panama Canal Commission wants for purchase from the Contractor a comprehensive medical care contract for all cash relief recipients, certain Civil Service annuitants, and their eligible widows(ers) and their dependents during their lifetimes. The medical care contract shall provide for outpatient, inpatient, and home care to include diagnostic services, nursing and social work services and the loan of necessary medical equipment, as is currently being provided under the Home Health Care Program. Additionally, the Commission may want to purchase from the same Contractor a single life annuity, payable monthly, for each eligible cash relief recipient during his/her lifetime.
