The Department of Energy, Albuquerque Operations Office (DOE/AL) intend to issue a solicitation for Advanced Firearms Training for approximately 260 Special Agents. The requirement is issued as a 100 percent small business set-aside. The assigned Standard Industrial Classification (SIC) Code for this procurement is 8331 with a corresponding size standard of $5 million. A Firm-Fixed-Price contract is anticipated for award with a performance period of one year. All training courses will be conducted at the contractor's facility. The Advanced Firearms Training shall consist of instruction in the concepts and application of the M-16A2 carbine for short and mid-range environments. The contractor shall provide instruction in the area of safety and safe handling of the rifle, principles and theory of rifles in urban environments, marksmanship and firing techniques, transporting, readiness and securing the rifle, firing positions, tactical application of the rifle in urban environments, full auto fire techniques, tactical and stress loading, malfunction clearance, use of barricades, supports, and rests, multiple targets, application of the rifle under stress, night fire techniques, and shooting skills test.
