CONTRACT ACTION This notice is issued to advertise the final
solicitation for the Study/Due Diligence phase of the McClellan AFB
Depot Workload Competition. The depot workloads included in this
competition, as identified in the Technical Requirement's Document
(TRD), include the following: Aircraft (KC-135 programmed depot
maintenance and A-10 analytical condition inspection), Electrical
Accessories, Instruments/Electronics (portions not required to transfer
to the Army), software development and modification,
backshop/manufacturing support, and hydraulic components. This
acquisition will be a public/private competition. The competition will
be conducted in three progressive phases culminating in the selection
of a single offeror to perform the offered SM-ALC depot workload.
Phase I is the solicitation phase for a competition resulting in a
contract award to advance to Phase II. Phase II is the accomplishment
of the Study/Due Diligence Phase by an anticipated two private offerors
and a public offeror which will result in a proposal to perform the
depot workload. Phase III is the award of the final depot workload
contract. A separate Request for Proposal (RFP) and contract will be
issued for this phase. Additional information on this acquisition is
contained on the World Wide Web (http://www.mcclellan.af.mil), under
the heading of ''Closure and Competition''. The final solicitation
release date is scheduled for 30 Oct 96. The solicitation will be
issued via the WWW. A hard copy will not be distributed unless
requested. Offerors will have until 4:30 PM PST on 6 Dec 96 to submit
their proposals. The anticipated award date is 12 Jan 97. This
acquisition is open to all interested parties including U.S. Department
of Defense sources who submit a bid or proposal and compete for this

An Ombudsman has been appointed to hear concerns from offerors or
potential offerors during the proposal development phase of this
acquisition. The purpose of the Ombudsman is not to diminish the
authority of the program director or contracing officer, but to
communicate contractor concerns, issues, disagreements, and
recommendations to the appropriate Government personnel. When
requested, the Ombudsman will maintain strict confidentiality as to the
source of the concern. The Ombudsman does not participate in the
evaluation of proposals or in the source selection process. Interested
