will be conducting an unclassified pre-solicitation briefing on 24 Oct
96 at 9:00 AM in Building 3, 525 Brooks Road, Rome NY, for the
Defensive Planning and Execution (DPE) Program. If you plan to attend,
please notify the Contract Specialist, Gail Marsh, at email
marshg@rl.af.mil or by phone. Those attending (limit of two per
company) should report to the lobby of Building 3 NLT 8:30 AM to allow
time to register and be escorted to the briefing room. This effort
involves the analysis, design, development, prototyping and support of
the integration of a decision support system that provides automated
assistance to the Joint Forces Air Component Commander (JFACC), Area
Air Defense Commander (AADC) and their staff in a Joint Air Operations
Center (JAOC) environment in their air defense responsibilities. The
focus is on supporting the planning and execution of integrated joint,
combined arms and coalition air defense measures to counter
airbreathing and missile threats to friendly forces in an Area of
Responsibility (AOR). Specifically, this effort will support the
development and integration of functional applications and interface
software as an integral mission application segment of the Theater
Battle Management Core Systems (TBMCS) program. A read library is

under the Air Force Acquisition Reform Lightening Bolt Initiatives.

available at the briefing. We will accept your questions and comments
on the draft documents until 31 Oct 96. A Notice of Contract Action
will be published in the CBD at least 15 days prior to release of this
RFP. Foreign participation is excluded at the prime contractor level.
SECRET clearances will be required for performance. An Ombudsman has
been appointed to hear significant concerns from offerors or potential
offerors during the proposal development phase of this acquisition.
Routine questions, such as clarifications of the Statement of Work or
the terms and conditions, are not considered to be ''significant
concerns'' and should be communicated directly to the Contracting
Officer, Gary L. Slopka, 315-330-3204. The purpose of the Ombudsman is
not to diminish the authority of the contracting officer or program
manager, but to communicate contractor concerns, issues, disagreements
and recommendations to the appropriate Government personnel. The
Ombudsman for this acquisition is Vincent Palmiero, Chief, Policy and
Management Division, at 315-330-7746. When requested, the Ombudsman
will maintain strict confidentiality as to the source of the concern.
The Ombudsman does not participate in the evaluation of proposals or in
the source selection process. The Ombudsman should only be contacted
with issues or problems that have been previously brought to the
attention of the Contract Specialist/Contracting Officer and could not
