A -- SPACE TECHNOLOGY RESEARCH VEHICLE (STRV) PROGRAM SOL HQ0006 POC POC: Karla Smith Jackson, Contract Specialist, (703) 604-4473, Mr. Robert F. The Ballistic Missile Defense Organization (BMDO) plans to award a sole source contract modification to Johns Hopkins University/Applied Physics Laboratory under contract number HQ0006-96-D-0004, reference number BMDO 97-04, on or about November 18, 1996 for the development of a mission operations concept, planning, integration, and on-orbit operations of the Space Technology Research Vehicle (STRV-2) Program. Award of this modification will be made pursuant to 10 U.S.C. 2304(c)(1), only one responsible source, based on JHU/APL's unique abilities and experience with the planning and execution of a satellite experimental program involving coordination of national and international defense assets similar to the Midcourse Space Experiment on which they are currently working. Additionally, the STRV-2 is a collaborative program between the U.S. and the United Kingdom which requires precise coordination to satisfy the compressed schedules of the sponsors during the planning phase in order to meet the 1998 satellite launch date. Given the necessary experience, knowledge, and time constraints associated with this procurement, the Government does not believe any other source can satisfy its requirement without substantial duplicate costs and additional time to develop similar capabilities in the specialized technical area of Space Systems and Ballistic Missile Defense Experiments.
