Procurement Assistant, 212-264-9123. Location: McGuire AFB, NJ. Scope
of Services Required: The completion and/or development of field
investigations, topographic surveys, subsurface exploration, soil
erosion control plan, environmental analysis, permit applications,
detailed construction cost estimates, design analysis, plans and
specifications, and construction services for the AMOG Consolidated
Warehouse, McGuire AFB, NJ. The services required include, but are not
specifically limited to, planning, architectural, electrical,
structural, mechanical, civil, landscape architecture, fire protection,
comprehensive interior design, topographic survey, geotechnical and
subsurface explorations, soil erosion control plan, environmental
analysis, permit applications, demolition plans and asbestos, lead
paint and other hazardous material abatement. Note that particular
emphasis will be placed on the architectural solution. The proposed
AMOG Consolidated Warehouse is described as follows: A two-story, open
bay warehouse structure with long span structural frames. Structure
shall include two-story shop areas flanking the high bay warehouse.
Covered open storage, 28,000 square feet in area, will be provided
adjacent to the warehouse. High bay pallet build-up and storage area is
32,000 square feet. Adjacent shop support space is 28,800 square feet.
Actual total area of AMOG consolidated warehouse, including shop space
and covered open storage, is 88,800 square feet. Facility will provide
for the back-in and drive-away capabilities for 40 ft.
tractor/trailer, high-boy, and low-boy type trucks. Overhead type doors
with automatic operators shall be provided to allow the movement of
forklifts into and out of the high bay area as well as some of the shop
area. POV and GOV parking shall be provided on a side of the facility,
and a loading/unloading area shall provide access to the high bay
area, the covered open storage and some of the shop area. Storage space
designs shall be provided for the interior and exterior storage areas.
A vertical storage system will be required. Parking and
loading/unloading areas will be provided. Shop area will provide
support for warehouse operations such as mobility transport equipment
maintenance, shelter maintenance, crypto maintenance, communications
and power production maintenance/storage. Covered storage is required
for materials not requiring enclosed storage but needing protection
from direct environmental conditions. Warehouse shall include an area
for secure weapons and ammunition storage, mobile communications
equipment and trailers, satellite communications equipment, automated
data processing equipment, material handling equipment, and personal
mobility equipment for military personnel. High bay area will be
configured so as to protect equipment and to permit efficient and
expedient access and handling of preassembled mobility support
equipment packages to be loaded on aircraft for mobility operations
use. Facility shall be constructed to comply with all local, county,
State of NJ, and Federal and pertinent industry construction, safety,
life safety, health codes, and standards, to include provisions for
handicap access. Warehouse shall include bathroom facilities for
occupants and adequate electrical and lighting systems to permit
optimum use of the facility. Exterior of the facility shall be brick
clad on all sides with metal framed windows. Roof shall be sloped,
standing seam metal design. Facility shall be provided with exterior
lighting, be properly landscaped and graded to provide proper drainage
and to conform to the Base architectural standards. Estimated
Construction Cost Range: $5,000,000 to $10,000,000. Technical
capability required but not limited to: Architectural, Electrical,
Mechanical, Fire Protection, Structural, Civil, Estimating, landscape
architecture, Comprehensive Interior Design, Certified Industrial
Hygienist, Environmental, Surveying, Geotechnical and Subsurface
Exploration. Supervisors and senior designers of all disciplines
assigned to this project shall be registered. The architectural staff
shall have the capacity to make a major, appropriate architectural
statement and shall provide evidence of that capacity. The fire
protection specialist shall have member grade status in the National
Society of Fire Protection Engineers. Responding firms are to indicate
their capability to produce all required work in digitized drawings on
AutoCAD, to access an electronic bulletin board and Automated Review
Management System (ARMS) via modem, and to work with M-CACES (Corps of
Engineers Cost Estimating Software). Full in-house capacity is
preferred. Firms not having full in-house capacity must demonstrate how
they will manage subcontractors by providing a management plan. All
firms must submit in Block 10 a quality control plan detailing how the
firm will execute a quality engineering product within the schedule
and budget negotiated. The prime firm must identify in its submittal
the quality and disciplines of the personnel in the working office and
all other offices it utilizes. Special qualifications: The selected
firm must have major building architectural experience since the
building design is expected to make an architectural statement for this
area of McGuire AFB. In addition, the selected firm must have
experience in the design of warehouse facilities, preferably for
sensitive communications equipment, warehouse operations and traffic,
and storage shelving and systems. A New Jersey registered
environmental/civil engineer may be required to certify plans and
prepare permits and environmental drawings. Submittals should include
in section 10 of SF255 examples of design work on similar projects.
Evaluation factors (in descending order of importance): 1) Professional
qualifications necessary for satisfactory performance of required
services, 2) Specialized experience of the firm in the type of work
required, 3) Capacity of the firm to accomplish the work in the
required time, reflecting qualifications of key personnel, 4) Past
performance if any, on contracts with government agencies and private
industry in terms of cost control, quality of work, and compliance with
performance schedules, 5) Location within 100 miles of McGuire AFB,
provided that application of this criterion leaves an appropriate
number of qualified firms, given the nature and the size of the project
(Note: Firms from any geographical area may submit), 6) The extent of
participation of small business, small disadvantaged businesses,
historically black colleges and universities, and minority institutions
in the proposed contract team, measured as a percentage of the total
estimated effort, is a secondary selection criterion and will be used
as a ''tie breaker'', if necessary, and 7) The volume of work
previously awarded to the firm by the Department of Defense, with the
object of effecting an equitable distribution among qualified A/E
firms, including small and small disadvantaged business firms, and
firms that have not had prior Department of Defense contracts. This is
a secondary selection criterion which will be used as ''tie breaker''
if necessary. Estimated Design Start date: February 1997 I. Estimated
Design Completion date: October 1997. Small and disadvantaged firms
are encouraged to participate as prime contractors or as members of
joint ventures with other small businesses. All interested large firms
are reminded that the successful firm will be expected to place
subcontacts to the maximum practicable extent with small and
disadvantaged firms in accordance with Public Law 95-507. If a large
business firm is selected, a small business contracting plan will be
required prior to award. A/E firms which meet requirements described in
this announcement and desiring to be considered for selection are
invited to submit their qualifications on the 11-92 version of SF255
and SF254. The SF254 should cover the overall capacity of the firm,
whereas the SF255 should reflect only the personnel to be assigned to
the project. If subconsultants are to be utilized, a SF254 must be
submitted for each subconsultant. Firms will indicate on block 10, page
11, of their SF255's the total number of Department of Defense A/E
Awards (basics and delivery orders) and the total value of those awards
within the last 12 months prior to the date of this announcement. Firms
that do not comply with this requirement will be considered
non-responsive. These guidelines should be followed, so as to be in
conformance with selection process protocol. Closing date for
submitting is 30 days after advertising date. If this date falls on a
Saturday, Sunday, or Federal holiday, closing will be at the end of the
next business day. Solicitation packages are not provided for A/E
contracts. This is not a request for proposal. Personal visits for the
purpose of discussing the project are discouraged. Firms should
indicate whether they are listed in the ACASS System in Oregon. If yes,
indicate your ACASS Number in item 1 of SF255. a) Notification to all
firms will be made within 10 calendar days after approval of the final
selection. Notifications will not be sent after preselection approval.
The notification will say that the firm was judged to be not among the
most highly qualified and that the firm may request a debriefing. b)
The A/E's request for a debriefing must be received by the selection
chairperson within 30 calendar days after the date on which the firm
received the notification. c) Debriefing(s) will occur within 14
calendar days after receipt of the written request. d) Copies of all
SF254's and SF255's of all firms which are not short listed will be
held for 30 calendar days after notifications are sent. Three (3)
copies of the submittal should be sent to Ms. Willien Cunningham,
