Architect-Engineer (A-E) contract to provide A-E services for
multi-disciplinary professional and supporting services required for
planning and reconnaissance studies for potential single and
multipurpose water resource project sites located in Eastern
Washington, Eastern Oregon, Idaho, Western Wyoming, Northern Nevada,
and Northwest Utah. This announcement is open to all businesses
regardless of size. If a large business is selected for this contract,
it must comply with FAR 52.219-9 regarding the requirement for a
subcontracting plan on that part of the work it intends to subcontract.
The subcontracting goals are that a minimum of 52.5% of the
contractor's intended subcontract amount be placed with small
businesses (SB), including 8.8% with small disadvantaged businesses
(SDB), and 3.0% with women-owned small businesses (WOB). The plan is
not required with this submittal. The Standard Industrial
Classification (SIC) Code for this acquisition is 8711. The small
business size standard is average annual receipts for its preceding 3
fiscal years must not exceed $2.5 million. This notice is for one (1)
indefinite delivery type contract not to exceed $750,000 total for one
year and $500,000 maximum per individual delivery order. Proposed
contract shall be for a period of one base year with the possibility of
two (2) option periods not to exceed one year each. The base year and
option periods each has a ceiling amount not to exceed $750,000 each.
Option periods may be exercised at the discretion of the government
before the expiration of the base contract period (or preceding option
period), if the contract amount for the base period (or preceding
option period) has been exhausted or nearly exhausted. This contract is
anticipated to be awarded in April, 1997. Examples of work the
contractor may be tasked to accomplish may include, but are not limited
to: (1) Preparation of appraisal, reconnaissance, and feasibility level
reports; (2) Field investigations, data generation, and analysis; (3)
Geotechnical evaluation of project sites; (4) Identification of
existing conditions and alternative solutions; (5) Cost estimates of
project alternatives; (6) Design of project features; (7) Economic
analysis of project alternatives; (8) Risk and uncertainty analysis
applied to project results; (9) Hydrologic/hydraulic, navigation
hydropower, irrigation, recreation, cultural resources, fisheries,
aquatic ecology, wildlife, and terrestrial ecology studies and
analyses; (10) Stream restoration design; (11) Fish and wildlife
habitat, water and air quality, and other environmental analyses; (12)
Public and interagency scoping, mediation, and involvement; (13)
Preparation of Environmental Assessments, environmental studies, and
other environmental documents; (14) Performance of NEPA compliance
activities; (15) Wetlands delineation and Clear Water Act compliance;
(16) Real estate activities required for planning and design analyses;
(17) Surveying and mapping as required to describe project site
topography; (18) Coordination with local sponsors; (19) Scheduling of
and presiding over public meetings; (20) Drafting to include aerial
photo interpretation and CADD generated products; and (21) Preparation
of contract drawings and specifications. See Note 24 for general
selection process. Criteria a-e are primary. Criteria f-g are secondary
and will only be used as ''tie-breakers'' among technically equal
firms. The selection criteria in descending order of importance are:
(A) Professional Qualifications of personnel in the following
disciplines: (1) Civil, Hydrologic, Hydraulic, Environmental,
Structural, Cost, Mechanical, Electrical Engineering, and Fluvial
Geomorphology; (2) Economics, Natural Resource Economics, and
Socioeconomic Statistics; (3) Water Quality; (4) Terrestrial and
Aquatic Ecology, to include Fish & Wildlife Biology, Wetland Ecology,
and Habitat Analysis; (5) Cultural Resources and Archeology; (6)
Sociology; (7) Landscape Architecture; (8) Aerial Photography,
Topographic Surveying and Mapping; (9) Real Estate Analysis; (10) CADD
Drafting; (11) Report Preparation and Publication; (12) Public
Involvement and Coordination; (13) Hazardous, Toxic, and Radioactive
Waste Engineering. (B) Specialized experience and technical competence
in: (1) Planning, design, and operation of single and multipurpose
water resource projects including flood control, environmental
restoration, inland navigation, hydropower development, and recreation;
(2) Benefit analysis to include incremental analysis and sensitivity
analysis of flood control, inland navigation, regional impacts,
hydropower development, stream restoration, fish and wildlife habitat
restoration, and recreation; (3) Economic base studies, land use
studies, commodity demand/supply analysis and forecasting,
transportation pricing studies (rail, truck, tug/barge), socioeconomic
enhancement, and recreation studies including sports fishing and
hunting; (4) Design, layout, quantity takeoff, and cost estimating,
including total annual cost at various levels of detail; (5) Fluvial
geomorphology, development of frequency relations for streamflow, and
use of backwater profile computer models; (6) Direction and supervision
of the construction of stream and riparian habitat restoration
projects; (7) CADD drafting of technical drawings. (C) Capacity to
accomplish the work on time and within budget. (D) Past performance on
contracts with Government Agencies and private industry in terms of
cost control, quality of work, and compliance with performance
schedules. (E) Location in the general geographic region of the Walla
Walla District with the capability of quick turn around to and from the
District office and potential sites within the Snake River drainage.
(F) Extent of participation of SB, SDB, historically black colleges,
universities, and minority institutions in the proposed contract team,
measured as a percentage of the total estimated effort. (G) Volume of
DOD contract awards in the previous 12 months, as described in Note
24. Interested A-E firms having the capabilities to perform this work
must submit three (3) copies of Standard Form (SF) 254 not already on
file at the COE ACASS Center in Portland, Oregon, and three (3) copies
of SF 255 for the prime and all consultants to the above address not
later than the close of business on the 30th day after publication of
this notice. If the 30th day is a Saturday, Sunday, or Federal Holiday,
the deadline is the close of business of the next business day. Only
the 11/92 edition of the SF 254 and SF 255 are acceptable. Include the
solicitation number in Block 2b of SF 255. Include the firm's ACASS
number in Block 3b of SF 255. In SF 255, Block 10 describe owned or
leased equipment that will be used to perform this contract, as well as
CADD capabilities. Personal visits to discuss this project will not be
scheduled. This is not a request for proposal and no other general
