Officer, 505/845-4661. 17. This is a combined synopsis/solicitation for
commercial items prepared in accordance with the format in Subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation, proposals
are being requested, and a written solicitation will NOT be issued.
This requirement has been assigned DE-RP04-97AL76119 and should be
referenced on all offers/responses to this announcement. The
requirement is issued under full and open competition. The period of
performance is one base year with four one-year options. For
information purposes, the recommended Standard Industrial
Classification (SIC) Code for this procurement is 4899 with a
corresponding size standard of $11.0 million. Firms responding should
indicate whether or not they are small business, small women-owned
business, small disadvantaged business, or 8(a) business, in accordance
with the referenced SIC Code. This commercial item incorporates the
provisions and clauses that are in effect through Federal Acquisition
Circular 90-40. Only those vendors who can provide the following item
will be considered. No substitute items will be accepted. The DOE/AL is
soliciting leased Ku-Band, Transponder Protected satellite space
segment leased services, to support full duplex 112Kbps link between a
Hub earth station in New Mexico and remote earth stations in Idaho,
Missouri, Maryland, and South Carolina for DOE/AL's proprietary
satellite communication system. The satellite space segment service is
to provide continuous contact with an operational fleet of
transportation cargo trucks. There currently is a network of satellite
earth station equipment located throughout the Continental United
States. The earth stations use the satellite space segment as the
method of linking all the sites together. This will allow the DOE/AL to
maintain communication control of the operational fleet. This
acquisition shall currently require the Contractor to provide 8-112Kbps
links in support of the communication network. An upgrade is scheduled
for an estimated date of April 1997, which shall require the
contractor to provide a reduced link size to 8-56Kbps links, which
shall also meet the specified requirements. The contractor shall adhere
to the NTIA, FCC Chapter 8.2, 37, 38, 39, and Annex B, dated May 1992,
in accordance with the Technical Requirements. The Technical
Requirements are: the contractor shall provide Transponder Protected
Service. Defined as a reassignment of Transponder resources if a total
failure occurs. Transponder reallocation shall be accomplished within
2 hours of failure notification. The contractor must be able to: 1.
Support the KU-Band communication, 2. Provide foot print gain pattern
diagrams, to determine if the proper earth antenna coverage is
available, 3. Ensure the satellite will be able to accommodate Duplex
Broadcast, at QPSK modulation at 1/2 code rate, 4. Provide and maintain
an availability rate of )99.5% and maintain a Bit Error Rate (BER) of
( 1 x 10E-6, 5. Ensure the satellite supports a receive Eb/No=6, 6.
Sufficient bandwidth to support 8-112Kbps at the required sites, 7.
Ability to provide a carrier spacing of 1.5 or greater, and a Noise BW
of 1.35, 8. The following is an estimated list, for evaluation
purposes ONLY, of the sites that the contractor shall be required to
support: Site 1 - Latitude = 35, Longitude = 106, Antenna Size = 5.6m,
Rx/Tx Gain = 54.31/55.84, Site 2 - Latitude = 33, Longitude = 81,
Antenna Size = 2.4m, Rx/Tx Gain = 46.96/48.48, Site 3 - Latitude = 38,
Longitude = 94, Antenna Size = 2.4m, Rx/Tx Gain = 46.96/48.48, Site 4
- Latitude = 38, Longitude = 76, Antenna Size = 2.4m, Rx/Tx Gain =
46.96/48.48, Site 5 - Latitude = 43, Longitude = 112, Antenna Size =
2.4m, Rx/Tx Gain = 46.96/48.48. Due to the sensitivity of these
locations, a listing of complete and specific locations shall be
provided upon contract award. Upon award, and thereafter on an annual
basis, the Contractor shall provide a Sun Outage Prediction Report as
Deliverable Item No. 1. Deliverable Item No. 2 shall be a Monthly
Availability Performance Report, to include: Month/Year, Links, Total
Minutes, Outage Minutes, Maintenance Availability Objective, and
Contract Availability Objective. Please provide written samples of
deliverable item no. 1 and deliverable item no. 2. FOB Point is
Destination, and Period of Performance is required to begin no later
than November 5, 1996. Provision FAR 52.212-1, Instructions to
Offerors--Commercial, and FAR 52.212-4, Contract Terms and
Conditions--Commercial Items, apply to this acquisition without
addenda. Proposals will be evaluated on the basis of lowest overall
price. In addition to the vendor's proposed pricing, offeror shall
include a completed copy of the provision at FAR 52.212-3, Offeror
Representation and Certifications--Commercial Items and FAR 52.212-5,
Contract Terms and Conditions required to Implement Statues or
Executive Orders as follows: 52.203-6, Restrictions on Subcontractor
Sales to the Government, with Alternate I, 52.203-6, Price or Fee
Adjustment for Illegal or Improper Activity, 52.222-26, Equal
Opportunity, 52.222-35, Affirmative Action for Special Disabled and
Vietnam Era Veterans, 52,22-36, Affirmative Action for Handicapped
Workers, 52.222-37, Employment Reports on Special Disabled Veterans and
Veterans of the Vietnam Era. Only written responses/proposals to this
synopsis/solicitation shall be accepted and should be mailed to the
attention of Rosa M. Amparan at the address listed herein on 10/31/96,
not later than 3.30 p.m. MST. Responses to this synopsis/solicitation
should include sufficient technical information as to how the vendor
intends to meet the requirements in order to determine if the vendor
can meet the needs of the Government. All responsible sources may
submit a proposal which shall be considered by the Government. The
Government intends to award without discussions. However, this intent
does not preclude the Government from having discussions, if it is in
